AN ACT to enact the New York state drinking water bill of rights
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. This act shall be known and may be cited as the "New York
state drinking water bill of rights".
§ 2. (a) It is hereby declared to be the established policy of the
state that every New York state resident has the right to safe, clean,
affordable, and accessible water adequate for human consumption, cook-
ing, and sanitary purposes.
(b) All relevant state agencies, including the department of health,
the department of environmental conservation and the department of
public service shall consider this state policy when revising, adopting,
or establishing policies, regulations, and grant criteria when those
policies, regulations, and criteria are pertinent to the uses of water
described in this section.
§ 3. This act shall take effect immediately.

AN ACT to direct certain state agencies to consider the right to potable
water when revising, adopting, or establishing policies, regulations,
and grant criteria that are relevant to or affect that right
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. All relevant state agencies, including the department of
