BILL NUMBER: S1660 SPONSOR: SKOUFIS TITLE OF BILL: An act to amend the education law, in relation to authorizing and directing the commissioner of education to develop a program for certain veterans to receive high school diplomas PURPOSE OR GENERAL IDEA OF BILL: This legislation would extend the program Operation Recognition to provide the opportunity to receive high school diplomas for certain veterans not currently covered under current law. SUMMARY OF PROVISIONS: Section 1: Amends Section 305 of the education law by adding a new subdivision 29-c which directs the commissioner of education to develop a program whereby any veteran who joined the armed forces after January 1st of 1973 prior to graduation from high school would be eligible to receive a high school diploma based on their military service. Section 305 of the education law is amended by adding a new subdivision 29-c to read as follows: 29-C. THE COMMISSIONER SHALL DEVELOP A PROGRAM WHEREBY ANY VETERAN OF THE ARMED FORCES WHO SERVED ON OR AFTER JANUARY FIRST, NINETEEN HUNDRED SEVENTY-THREE AND WHO WAS UNABLE, FOR ANY REASON, TO COMPLETE A SECOND- ARY EDUCATION, MAY BE AWARDED A HIGH SCHOOL DIPLOMA BASED ON KNOWLEDGE AND EXPERIENCE GAINED WHILE IN SERVICE. § 2.
