BILL NUMBER: S2503 SPONSOR: HELMING TITLE OF BILL: An act to amend the tax law and the social services law, in relation to providing for the inclusion of a check off box on personal income tax return forms for the purpose of making a gift to the William B. Hoyt Memorial children and family trust fund PURPOSE: This bill provides for the inclusion of a check off box on personal income tax forms for the purpose of making a gift to the William B. Hoyt Memorial Children and Family trust fund for child abuse prevention. SUMMARY OF PROVISIONS: Section 1 amends the tax law by adding a new section 630-g: Effective for any tax year commencing on or after January 1, 2021, an individual in any taxable year may elect to contribute to the William B. HELMING -- read twice and ordered printed, and when printed to be committed to the Committee on Budget and Revenue AN ACT to amend the tax law and the social services law, in relation to providing for the inclusion of a check off box on personal income tax return forms for the purpose of making a gift to the William B. Hoyt Memorial children and family trust fund THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The tax law is amended by adding a new section 630-g to read as follows: § 630-G. GIFT FOR THE WILLIAM B. HOYT MEMORIAL CHILDREN AND FAMILY TRUST FUND. EFFECTIVE FOR ANY TAX YEAR COMMENCING ON OR AFTER JANUARY FIRST, TWO THOUSAND TWENTY-ONE, AN INDIVIDUAL IN ANY TAXABLE YEAR MAY ELECT TO CONTRIBUTE TO THE WILLIAM B. HOYT MEMORIAL CHILDREN AND FAMILY TRUST FUND ESTABLISHED PURSUANT TO SECTION FOUR HUNDRED EIGHTY-ONE-F OF THE SOCIAL SERVICES LAW. SUCH CONTRIBUTION SHALL BE IN ANY WHOLE DOLLAR AMOUNT AND SHALL NOT REDUCE THE AMOUNT OF STATE TAX OWED BY SUCH INDI- VIDUAL. THE TAX COMMISSION SHALL INCLUDE SPACE ON THE PERSONAL INCOME TAX RETURN TO ENABLE A TAXPAYER TO MAKE SUCH CONTRIBUTION. NOTWITHSTAND- ING ANY OTHER PROVISION OF LAW ALL REVENUES COLLECTED PURSUANT TO THIS SECTION SHALL BE CREDITED TO THE WILLIAM B. HOYT MEMORIAL CHILDREN AND FAMILY TRUST FUND AND USED ONLY FOR THOSE PURPOSES ENUMERATED IN ARTICLE TEN-A OF THE SOCIAL SERVICES LAW. § 2. Paragraphs (e) and (f) of subdivision 8 of section 481-e of the social services law, as amended by chapter 57 of the laws of 1985, are amended to read as follows: (e) a description of the nature and quality of services provided and the impact upon the populations and communities served and their poten- tial for being replicated elsewhere; [and] EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
