TITLE OF BILL:

An act to amend the highway law, in relation to the limitation on
certain highway expenses in the town of Brookhaven, Suffolk county

 
PURPOSE OR GENERAL IDEA OF THE BILL:

To increase the amount that the Town of Brookhaven may spend for the
purchase of stone crushers, power rollers, motor trucks, scarifiers,
concrete mixers, traction engines or road machines for grading and
scraping, equipment, tools and other implements.

 
SUMMARY OF PROVISIONS:

This bill amends subparagraph 1-d of paragraph a of subdivision 3 of §
271 of the Highway Law to increase the amount that the Town of Brookha-
ven may-spend for the purchase of stone crushers, power rollers, motor
trucks, scarifiers, concrete mixers, traction engines or road machines
              

for grading and scraping, equipment, tools and other implements.

 
JUSTIFICATION:

The Town of Brookhaven has a population of approximately 450,000 people
and has grown by approximately 50,000 in the past decade. The Town's
Highway Department services over 2,000 miles of road. Due to the miles
of roadway and the volume of traffic these roads endure each year the $1
million limit is completely inadequate to meet the needs of the resi-
dents. Many of the equipment needs are met by leasing and renting the
necessary items which keeps costs down in the short term but is less
prudent financially over the long haul. There is also a concern that
with the population growth that even by renting and leasing equipment
needs may go unmet without an increase with the authorized spending
limit
