BILL NUMBER: S3228 SPONSOR: COMRIE TITLE OF BILL: An act to amend the public authorities law, in relation to the metropol- itan transportation authority providing signs that would give the public immediate instruction on how to react to a fall onto the transit facili- ty tracks SUMMARY OF PROVISIONS: Section 1 of the bill amends section 1277 of the public authorities law by adding a new section 1277-b, which provides that the MTA shall create and post signage in a clear and conspicuous manner. The sign shall be in at least sixteen-point font, and will instruct the public on how to react in the event that a person falls onto the subway tracks. Such signage shall be posted in every station. Section 2 provides that this act shall take effect one year after it shall have become.

The public authorities law is amended by adding a new section 1277-b to read as follows: § 1277-B. EMERGENCY TRANSIT FACILITY SIGNS. 1. THE AUTHORITY SHALL CREATE AND POST SIGNAGE IN A CLEAR AND CONSPICUOUS MANNER, IN AT LEAST SIXTEEN POINT FONT THAT WILL INSTRUCT THE PUBLIC ON HOW TO REACT WHEN AN INDIVIDUAL FALLS ONTO THE TRANSIT FACILITY TRACKS. 2. SUCH SIGNAGE SHALL BE POSTED ON EVERY TRANSIT FACILITY STATION. § 2. This act shall take effect one year after it shall have become a law. BILL NUMBER: S3228A SPONSOR: COMRIE TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the New York city transit authority advisory coun- cil to investigate, report and make recommendations on instructing the public on how to react when an individual falls onto authority facility tracks SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill amends section 1204-e of the public authorities law by adding a new subdivision five, which provides that the New York city transit authority advisory council shall investigate, report and make recommendations to the New York City Transit Authority Board related to the posting of signage that will instruct the public on how to react in the event that a person falls onto the subway tracks. Section 2 provides that this act shall take effect immediately. JUSTIFICATION:

SUCH REPORT AND RECOMMENDATIONS SHALL INCLUDE, BUT NOT BE LIMITED TO, CONSID- ERATION OF AN EDUCATIONAL CAMPAIGN FOR THE PUBLIC INCLUDING PUBLIC SERVICE ANNOUNCEMENTS WITHIN AND WITHOUT SUBWAY CARS AND SUBWAY STATIONS, THE COSTS OF SIGNAGE FOR ALL TRANSIT FACILITIES, AND ANY OTHER ISSUES THE COUNCIL DEEMS RELEVANT, SUCH AS POTENTIAL LIABILITY ISSUES FOR THE AUTHORITY, INSTRUCTIONS FOR THE PUBLIC ON HOW TO REACT TO OTHER EMERGENCIES AND ALTERNATIVE METHODS OF ALERTING THE PUBLIC ON HOW TO REACT WHEN AN INDIVIDUAL FALLS ON TRANSIT FACILITY TRACKS. SUCH INVESTI- GATION, REPORT AND RECOMMENDATIONS SHALL BE MADE PUBLIC BY POSTING ON THE COUNCIL WEBSITE AND ANY OTHER METHOD THE COUNCIL DEEMS APPROPRIATE. § 2.
