TITLE OF BILL:  An act to amend the vehicle and traffic law, in
relation to codifying distinctive plates for emergency medical techni-
cians and eliminating the annual service charge for such plates

 
PURPOSE OR GENERAL IDEA OF BILL:

This legislation would allow for the issuance of distinctive plates for
emergency medical technicians upon request at no annual service charge.

 
SUMMARY OF PROVISIONS:

Section 1 of the vehicle and traffic law is amended by adding a new
section 404-ee to allow an emergency medical technician paramedic to
request for a New York State license plate bearing the word, "Emergency
Medical Technician." Upon a sixty dollar registration fee, there will be
no annual service charge for the license plate.

Section 2 insures that any person who 'requested and received an "Emer-

gency Medical Technician" license plate prior to this act will also be
exempt from paying an annual fee in the future.

Section 3 states that this act will take place immediately.

 
JUSTIFICATION:

Emergency medical services personnel do not have any official universal
indicators on their personal vehicles of their qualifications or exper-
tise.

In order to make for more safe roadways and a safer state, it is impor-
tant we encourage certified emergency medical personnel to stop and lend
help to those in need. The creation of distinctive plates designating
these individuals as medical personnel already helps save emergency
personnel time and effort in having to identify themselves to other
first responders who may already be on the scene, and helps separate
certified emergency services personnel from other curious bystanders.

By eliminating the annual fees for these plates and moving to a one time
based charge, similar to that required by volunteer firefighters, the
state will remove an unintended disincentive for purchasing these
distinctive plates, and will further encourage participation by the EMS
community in this identification option.

 AN ACT to amend the vehicle and traffic law, in  relation  to  codifying
   distinctive  plates  for emergency medical technicians and eliminating
   the annual service charge for such plates

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  vehicle  and  traffic law is amended by adding a new
 section 404-ff to read as follows:
   § 404-FF. DISTINCTIVE PLATES FOR EMERGENCY MEDICAL  TECHNICIANS.    1.
 ANY  EMERGENCY  MEDICAL  TECHNICIANS  RESIDING IN THIS STATE SHALL, UPON
 REQUEST, BE ISSUED A LICENSE PLATE BEARING THE WORDS "EMERGENCY  MEDICAL
 TECHNICIAN".  APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED WITH THE
 COMMISSIONER   IN  SUCH  FORM  AND  DETAIL  AS  THE  COMMISSIONER  SHALL
 PRESCRIBE.
   2. THE DISTINCTIVE PLATE AUTHORIZED HEREIN SHALL BE ISSUED UPON PROOF,
 SATISFACTORY TO THE COMMISSIONER, THAT THE  APPLICANT  IS  AN  EMERGENCY
 MEDICAL TECHNICIAN.
   3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED
 IN  THE  SAME  MANNER  AS  OTHER NUMBER PLATES UPON PAYMENT OF THE SIXTY
 DOLLAR REGISTRATION FEE,  PROVIDED,  HOWEVER,  THAT  NO  ANNUAL  SERVICE
 CHARGE SHALL BE CHARGED FOR SUCH PLATE.
   § 2. Distinctive plates issued prior to the effective date of this act
 bearing  the words "Emergency Medical Technician" shall be considered to
 have been issued under section 404-ff of the vehicle and traffic law and
 all such plates issued after the effective date of  this  act  shall  be
 issued with the same issuance requirements, fees, and service charges as
 a plate issued under such section.
   § 3. This act shall take effect immediately.
