TITLE OF BILL:  An act creating the "Empire state cricket board" that
will promote and grow the game of cricket

 
PURPOSE OR GENERAL IDEA OF BILL:

To promote the game of cricket in New York.

 
SUMMARY OF PROVISIONS:

Establishes state-wide cricket board that will oversee and govern the
promotion and growth of the game in the state.

 
JUSTIFICATION:

The game of cricket was first played in England in the 14th century, and
by the 18th century, cricket became a national phenomenon. The first
written rules of the game were adopted in 1744.

The first report of a cricket match in North America was in 1751, when
the New York Gazette reported a match between teams from London and New
York City. In 1844, the United States and Canada faced off in a cricket
game that was the first international sporting event in the modern
world.

Cricket has come a long way since the 19th century. Today, billions of
people that live across continents and regions ranging from the Caribbe-
an, to Europe, to Africa and South Asia play cricket. In North America
cricket is gaining popularity, thanks to the huge influx of immigrants
from these regions. In 2005, New York City mayor Michael Bloomberg
announced a plan to build a $1.5 million cricket pitch in St. Albans
Park, Queens. Today, there are parks across New York where cricket is
played.

New York state takes pride in its diversity, and New York City is the
world's most cosmopolitan city. Both of which makes for an ideal place
for a game such as cricket to thrive. There is a great deal of support
and enthusiasm for the game amongst New Yorkers who seek to expand the
game, whiehes hand in hand with the internationalism of the state. New
York serves as a cultural hub for many regions of the world, cricket
will be yet another addition to that multicultural New York.

AN ACT creating the "Empire state cricket board" that will  promote  and
  grow the game of cricket

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Empire state cricket board. The empire state cricket  board
is  hereby  established  to  promote and grow the game of cricket in New
York state.
  § 2. Composition. The board shall consist of five members.  The  board
members  will  have experience and expertise in the game of cricket. The
board shall consist of: one member appointed by the governor; one member
appointed by the temporary president of the senate; one member appointed
by the minority leader of the senate; one member appointed by the speak-
er of the assembly and one member to be appointed by the minority leader
of the assembly.
  § 3. This act shall take effect immediately.

TITLE OF BILL:  An act to amend the economic development law, in
relation to creating the Empire state cricket task force to promote and
grow the game of cricket

 
PURPOSE:

To promote the game of cricket in New York.

 
SUMMARY OF PROVISIONS:

Section 1: Establishes state-wide cricket task force that will oversee
and govern the promotion and growth of the game in the state.

Creates a task force of 5 members with experience and expertise in the
game of cricket. One member appointed by the governor, one member
appointed by the temporary president of the senate, one member appointed
by the minority leader of the senate, one member appointed by the speak-
er of the assembly, and one member appointed by the minority leader of

the assembly.

The task force shall research strategies to promote and grow the game of
cricket in New York and will present their findings to the governor and
the legislature.

The task force will provide annual updates on the implementation and
promotion of cricket in New York state.

Section 2 sets forth the effective date.

AN ACT to amend the economic development law, in  relation  to  creating
  the  Empire  state  cricket task force to promote and grow the game of
  cricket

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  economic  development law is amended by adding a new
article 5-G to read as follows:
                               ARTICLE 5-G
                     EMPIRE STATE CRICKET TASK FORCE
SECTION 181-J. EMPIRE STATE CRICKET TASK FORCE.
  § 181-J. EMPIRE STATE CRICKET TASK FORCE. 1. THE EMPIRE STATE  CRICKET
TASK FORCE IS HEREBY ESTABLISHED TO PROMOTE AND GROW THE GAME OF CRICKET
IN NEW YORK STATE.
  2.  THE  EMPIRE STATE CRICKET TASK FORCE SHALL CONSIST OF FIVE MEMBERS
HAVING EXPERIENCE AND EXPERTISE IN THE GAME OF CRICKET. SUCH TASK  FORCE
SHALL  CONSIST  OF:  ONE  MEMBER  APPOINTED  BY THE GOVERNOR; ONE MEMBER
APPOINTED BY THE TEMPORARY PRESIDENT OF THE SENATE; ONE MEMBER APPOINTED
BY THE MINORITY LEADER OF THE SENATE; ONE MEMBER APPOINTED BY THE SPEAK-
ER OF THE ASSEMBLY; AND ONE MEMBER TO BE APPOINTED BY THE MINORITY LEAD-
ER OF THE ASSEMBLY.
  3. (A) THE EMPIRE STATE CRICKET TASK FORCE SHALL RESEARCH AND  PRESENT
FINDINGS  RELATED  TO  STRATEGIES  TO PROMOTE THE GAME OF CRICKET IN NEW
YORK STATE IN AN INITIAL REPORT. SUCH INITIAL REPORT SHALL BE  PRESENTED
TO  THE  GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE AND THE SPEAKER
OF THE ASSEMBLY NO MORE THAN ONE YEAR AFTER THE EFFECTIVE DATE  OF  THIS
SECTION.

  (B) THE EMPIRE STATE CRICKET TASK FORCE SHALL PROVIDE AN ANNUAL UPDATE
DESCRIBING  THE  IMPLEMENTATION  OF  STRATEGIES  TO  PROMOTE THE GAME OF
CRICKET IN NEW YORK STATE EACH YEAR AFTER THE SUBMISSION OF THE  INITIAL
REPORT REQUIRED BY THIS SUBDIVISION.
  4.  THE DEPARTMENT SHALL ASSIST THE EMPIRE STATE CRICKET TASK FORCE IN
THE DEVELOPMENT AND IMPLEMENTATION OF STRATEGIES TO PROMOTE THE GAME  OF
CRICKET IN NEW YORK STATE.
  § 2. This act shall take effect immediately.

AN ACT to create the empire state cricket task force; and providing  for
  the repeal of such provisions upon expiration thereof

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. There is hereby created the empire state cricket task force
to conduct a comprehensive study and create strategies  to  promote  the
game  of  cricket  in  New  York  State.  The  scope of such study shall
include:
  (a) an examination of the various formats of the game of  cricket  and
the location of leagues, clubs, teams, tournaments, academies, colleges,
school programs and cricket fields across the state;
  (b)  an examination of the financial impact the sport of cricket could
have on local and state economies;
  (c) the creation of strategies to  promote  and  expand  the  game  of
cricket in the state; and
  (d)  a  review  of  any  other  related information that may assist in
carrying out such study of the game of cricket.
  § 2. The empire state  cricket  task  force  shall  consist  of  eight
members  having  experience  and  expertise in the game of cricket. Such
task force shall consist of:  two members appointed by the governor; two
members appointed by the temporary president of the senate;  one  member
appointed by the minority leader of the senate; two members appointed by

the  speaker  of  the assembly; and one member appointed by the minority
leader of the assembly.
  § 3. Members of the task force shall receive no compensation but shall
be reimbursed for their actual and necessary expenses in the performance
of their duties pursuant to this act.
  §  4.  A  report of the findings and recommendations of the task force
shall be submitted to the  governor,  the  temporary  president  of  the
senate, and the speaker of the assembly no more than two years after the
effective date of this act.
  §  5.  This  act shall take effect immediately and shall expire and be
deemed repealed June 30, 2022.
