BILL NUMBER: S3807 SPONSOR: THOMAS TITLE OF BILL: An act creating the "Empire state cricket board" that will promote and grow the game of cricket PURPOSE OR GENERAL IDEA OF BILL: To promote the game of cricket in New York. SUMMARY OF PROVISIONS: Establishes state-wide cricket board that will oversee and govern the promotion and growth of the game in the state. JUSTIFICATION: The game of cricket was first played in England in the 14th century, and by the 18th century, cricket became a national phenomenon. The first written rules of the game were adopted in 1744.

THOMAS -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT creating the "Empire state cricket board" that will promote and grow the game of cricket THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Empire state cricket board. The empire state cricket board is hereby established to promote and grow the game of cricket in New York state. § 2. Composition. The board shall consist of five members. The board members will have experience and expertise in the game of cricket. The board shall consist of: one member appointed by the governor; one member appointed by the temporary president of the senate; one member appointed by the minority leader of the senate; one member appointed by the speak- er of the assembly and one member to be appointed by the minority leader of the assembly. § 3. The economic development law is amended by adding a new article 5-G to read as follows: ARTICLE 5-G EMPIRE STATE CRICKET TASK FORCE SECTION 181-J. EMPIRE STATE CRICKET TASK FORCE. § 181-J. EMPIRE STATE CRICKET TASK FORCE. 1. THE EMPIRE STATE CRICKET TASK FORCE IS HEREBY ESTABLISHED TO PROMOTE AND GROW THE GAME OF CRICKET IN NEW YORK STATE. 2. THE EMPIRE STATE CRICKET TASK FORCE SHALL CONSIST OF FIVE MEMBERS HAVING EXPERIENCE AND EXPERTISE IN THE GAME OF CRICKET. SUCH TASK FORCE SHALL CONSIST OF: ONE MEMBER APPOINTED BY THE GOVERNOR; ONE MEMBER APPOINTED BY THE TEMPORARY PRESIDENT OF THE SENATE; ONE MEMBER APPOINTED BY THE MINORITY LEADER OF THE SENATE; ONE MEMBER APPOINTED BY THE SPEAK- ER OF THE ASSEMBLY; AND ONE MEMBER TO BE APPOINTED BY THE MINORITY LEAD- ER OF THE ASSEMBLY. 3. (A) THE EMPIRE STATE CRICKET TASK FORCE SHALL RESEARCH AND PRESENT FINDINGS RELATED TO STRATEGIES TO PROMOTE THE GAME OF CRICKET IN NEW YORK STATE IN AN INITIAL REPORT. SUCH INITIAL REPORT SHALL BE PRESENTED TO THE GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE AND THE SPEAKER OF THE ASSEMBLY NO MORE THAN ONE YEAR AFTER THE EFFECTIVE DATE OF THIS SECTION. There is hereby created the empire state cricket task force to conduct a comprehensive study and create strategies to promote the game of cricket in New York State. The scope of such study shall include: (a) an examination of the various formats of the game of cricket and the location of leagues, clubs, teams, tournaments, academies, colleges, school programs and cricket fields across the state; (b) an examination of the financial impact the sport of cricket could have on local and state economies; (c) the creation of strategies to promote and expand the game of cricket in the state; and (d) a review of any other related information that may assist in carrying out such study of the game of cricket. § 2. The empire state cricket task force shall consist of eight members having experience and expertise in the game of cricket.
