 AN ACT to authorize the New York state council on the  arts  to  provide
   awards to encourage and honor young writers in New York state

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Notwithstanding any other provision  of  law,  rule,  regu-
 lation  or  policy  to the contrary, it shall be permissible for the New
 York state council on the arts to select each summer, 10 writers between
 the ages of 12 and 16, inclusive, to each receive an award with an hono-
 rarium of $3,000; if such honorarium and award is established  in  stat-
 ute.
   The   procedures  and  guidelines  as  are  necessary  to  effect  the
 provisions of this act shall be established by the New York state  coun-
 cil  on the arts, but shall require at a minimum, that the candidates be
 residents of New York state, be between the ages of 12  and  16,  inclu-
 sive,  and  be  engaged  in  productive and meritorious creative writing
 endeavors as defined by the council, and that such awards will be grant-
 ed in the summer months annually.
   § 2. This act shall take effect immediately.
