Kennedy international airport and LaGuardia airport PURPOSE OR GENERAL IDEA OF BILL: To require the Departments of Environmental Conservation and Transporta- tion to conduct a study describing the environmental, noise, and human health impacts caused by runways, including new runways, and air traffic at John F. Kennedy International Airport and LaGuardia Airport. GAUGHRAN -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to direct the department of environmental conservation, with the assistance of the department of transportation, to conduct a study on the environmental and human health impacts of John F. Kennedy interna- tional airport and LaGuardia airport THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The department of environmental conservation, with the assistance of the department of transportation, shall conduct a study describing the environmental, noise, and human health impacts caused by runways, including new runways, and air traffic at John F. Kennedy international airport and LaGuardia airport. In conducting this study, the department, with the assistance of the department of transportation, shall monitor actual noise levels experienced in 2020 and 2021 and shall pay particular attention to the impact of air pollution, noise pollution, the emission of gases and fluids by aircraft, and similar factors on the quality of life, health, and property values of persons who live adjacent to flight paths used by aircraft at John F. Kennedy international airport and LaGuardia airport. The department shall deliv- er a written report of its findings to the governor and the legislature on or before March 31, 2022. § 2.
