 AN ACT to amend the election law, in relation to first class mailing  of
   compliance unit notices
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Subdivision 1 of section 3-104-a of the  election  law,  as
 added  by  section 5 of subpart B of part H of chapter 55 of the laws of
 2014, is amended to read as follows:
   1. There shall be a compliance unit within the board of elections. The
 compliance unit shall examine campaign finance statements required to be
 filed pursuant to article fourteen of this chapter. If  such  statements
 are  found  to be deficient, the compliance unit shall notify the person
 required to file such statement of such deficiency. Such notice shall be
 in writing and mailed to the last known residence or business address of
 such person by certified mail, return receipt requested,  OR  MAILED  TO
 SUCH ADDRESS BY FIRST CLASS MAIL IF AN AFFIDAVIT ATTESTING TO SUCH MAIL-
 ING  IS CREATED TO EVIDENCE SUCH MAILING. If the person required to file
 such statement is a treasurer who has stated that the committee has been
 authorized by one or more candidates, a copy of  such  notice  shall  be
 sent to each candidate by first class mail.
   §  2.  This  act  shall  take effect on the fifteenth of December next
 succeeding the date on which it shall have become a law.
