AN ACT to amend the environmental conservation law, the  public  service
  law,  the public authorities law, the labor law and the community risk
  and resiliency act, in relation to establishing  the  New  York  state
  climate leadership and community protection act

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Legislative findings and declaration. The legislature here-
by  enacts  the  "New  York  state  climate  leadership  and   community
protection act" and finds and declares that:
