TITLE OF BILL:

An act to amend the administrative code of the city of New York, in
relation to overnight garbage truck parking on city streets

 
PURPOSE OF BILL:

This bill would prohibit any vehicle operated by or pursuant to a
contract with the New York City Department of Sanitation for removing,
disposing of, conveying or transporting solid waste from parking over-
night on a New York City street.

 
SUMMARY OF PROVISIONS:

Section 1 of the bill prohibits any vehicle operated by or pursuant to a
contract with the New York City Department of Sanitation for removing,
disposing of, conveying or transporting solid waste from parking over-
night on a New York City street.
              

Section 2 of the bill is the effective date.

 
JUSTIFICATION:

Since September 2018, the New York City Department of Sanitation has
parked garbage trucks on 10th Street between 1st and 2nd Avenues in
Manhattan from 7PM to 6AM every night, and all day on Sundays.

Residents and small businesses on the impacted block have complained
repeatedly about the terrible smell that accompanies the trucks, the
disruptive noise of sanitation workers starting around 5:30AM, and the
reduced level of street parking for residents and restaurant patrons due
to the trucks occupying half of the block's on-street parking spaces.

Primarily residential neighborhoods - whether in the East Village or
elsewhere in New York City - are not the appropriate location for
garbage trucks to be parked overnight. This legislation would prohibit
the New York City Department of Sanitation from parking its vehicles on
city streets overnight, forcing a resolution to this vexing issue.
