BILL NUMBER: S6842 SPONSOR: HELMING TITLE OF BILL: An act to amend the labor law, in relation to requiring the state apprenticeship and training council to meet a certain number of times per year and provide a report PURPOSE: This bill would mandate the Apprenticeship and Training Council to meet no less than six times per calendar year and provide an annual report including findings, conclusions and recommendations to the Governor and the Legislature. SUMMARY OF PROVISIONS: Section 1: Requires the Apprenticeship and Training Council to meet no less than six times per calendar year at the call of the chair and allows for meetings to be held via teleconference. HELMING -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the labor law, in relation to requiring the state apprenticeship and training council to meet a certain number of times per year and provide a report THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 813 of the labor law, as amended by chapter 55 of the laws of 1992, is amended to read as follows: 2. The council: (a) shall advise the commissioner of labor on appren- tice training matters, including the matters of related and supplemental instruction; (b) may recommend suggested standards for apprenticeship agreements; (c) shall maintain a close and effective liaison with governmental and nongovernmental agencies which are concerned with skilled manpower development and problems; [and] (d) may recommend research projects on facts and trends relating to apprenticeship train- ing and the supply of and needs for skilled manpower[.]; (E) SHALL MEET NO LESS THAN SIX TIMES PER CALENDAR YEAR AT THE CALL OF THE CHAIR. MEET- INGS MAY BE HELD VIA TELECONFERENCE. SPECIAL MEETINGS MAY BE CALLED BY THE CHAIR AT THE REQUEST OF A MAJORITY OF THE MEMBERS OF THE COUNCIL; AND (F) SHALL PROVIDE AN ANNUAL REPORT TO THE GOVERNOR AND THE LEGISLA- TURE OF ITS FINDINGS, MEETING CONCLUSIONS, RECOMMENDATIONS AND ACTIV- ITIES UNDERTAKEN BY THE COUNCIL, NOT LATER THAN ONE YEAR AFTER THE EFFECTIVE DATE OF THE CHAPTER OF THE LAWS OF 2019 WHICH AMENDED THIS SECTION AND EVERY YEAR THEREAFTER. § 2.
