BILL NUMBER: S7885 SPONSOR: KAPLAN TITLE OF BILL: An act to amend the transportation law, in relation to requiring the department of transportation to annually prepare and submit to the legislature a highway pavement and bridge condition report PURPOSE: SUMMARY OF PROVISIONS: Section 14 of the transportation law is amended by adding a new subdivi- sion 36 to require the Department annually by January 1 to prepare and submit to the legislature a highway pavement and bridge condition report. This report shall include but is not limited to a detailed anal- ysis of the conditions of highway pavement and bridges throughout the state, a list of bridge and pavement improvement projects carried out in the previous year, status of each project, and a priority list of high- way pavement and bridge improvement projects that require repair or

Section 14 of the transportation law is amended by adding a new subdivision 36 to read as follows: 36. TO ANNUALLY, ON OR BEFORE JANUARY FIRST, PREPARE AND SUBMIT TO THE LEGISLATURE A HIGHWAY PAVEMENT AND BRIDGE CONDITION REPORT. SUCH REPORT SHALL INCLUDE, BUT NOT BE LIMITED TO, A DETAILED ANALYSIS OF THE CONDI- TION OF HIGHWAY PAVEMENT AND BRIDGES THROUGHOUT THE STATE, A LIST OF HIGHWAY PAVEMENT AND BRIDGE IMPROVEMENT PROJECTS CARRIED OUT BY THE DEPARTMENT DURING THE PREVIOUS YEAR, THE STATUS OF EACH PROJECT AND A DETAILED LIST, IN ORDER OF PRIORITY, OF THE HIGHWAY PAVEMENT AND BRIDGE IMPROVEMENT MAINTENANCE PROJECTS THROUGHOUT THE STATE THAT REQUIRE REPAIR OR MAINTENANCE. § 2. SUMMARY OF PROVISIONS: § 1- Amends section 14 of the transportation law by adding subdivision 36, which requires a report be made regarding highway and bridge condi- tions, capital letting and implementation, capital program accomplish- ments, and non MTA downstate suburban and upstate transit capital programs to be distributed by the governor.

THE COMMISSIONER SHALL BE RESPONSIBLE FOR ISSUING THE FOLLOWING REPORTS IN A SEARCHABLE ELECTRONIC FORMAT ACCESSIBLE TO USERS TO THE GOVERNOR, TEMPORARY PRESIDENT OF THE SENATE, SPEAKER OF THE ASSEMBLY, THE CHAIR OF THE SENATE TRANSPORTATION COMMITTEE, THE CHAIR OF THE ASSEMBLY TRANSPORTATION COMMITTEE, THE CHAIR OF THE SENATE FINANCE COMMITTEE AND THE CHAIR OF THE ASSEMBLY WAYS AND MEANS COMMITTEE: (A) ON OR BEFORE JUNE FIRST, TWO THOUSAND TWENTY AND BY JUNE FIRST OF EACH YEAR THEREAFTER, A REPORT FOR EACH FORTHCOMING STATE FISCAL YEAR DETAILING THE DEPARTMENT'S ON-STATE SYSTEM CAPITAL PROJECTS AND OFF- STATE SYSTEM LOCAL CAPITAL PROJECTS, AS DEFINED IN SUBDIVISION TWO-A OF SECTION TWO OF THE STATE FINANCE LAW, PLANNED FOR THE FORTHCOMING FISCAL YEAR INCLUDING PROJECTS RECEIVING FUNDS PURSUANT TO NEW YORK WORKS. SUCH REPORT SHALL INCLUDE PROJECTS EXPECTED TO BE ADVERTISED FOR PUBLIC BID IN THE RESPECTIVE STATE FISCAL YEAR, INCLUDING ESTIMATED LETTING DATES BY DEPARTMENT REGION.
