BILL NUMBER: S8712 SPONSOR: THOMAS TITLE OF BILL: An act directing the state board of law examiners to administer an online examination for persons applying for admission to practice as attorneys and counsellors-at-law in this state PURPOSE: To allow people seeking admission to practice law in New York State, during the COVID-19 State of Emergency, to take the bar exam online. SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill directs the New York state board of law examiners to administer the two-day bar examination scheduled for September 9th and September 10th online. The state board of law examiners must give all applicants and interest parties additional information regarding the delivery of the exam by August 3, 2020.

THOMAS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT directing the state board of law examiners to administer an online examination for persons applying for admission to practice as attorneys and counsellors-at-law in this state THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The legislature finds that as a result of the circumstances surrounding the COVID-19 pandemic, it is unclear whether the state board of law examiners will be able to safely administer a two-day, in-person New York state bar examination as scheduled or at any later date in calendar year 2020. The New York state board of law examiners shall conduct a two-day bar examination on September 9th and 10th to be admin- istered remotely in an online format. Additional information regarding delivery of the online bar exam, including plans for proctoring, shall be provided by the state board of law examiners to applicants, law schools, bar review courses and other interested parties by August 3, 2020. § 2.
