AN ACT to amend subpart A of part BB of chapter 56 of the laws of 2021,
establishing the "COVID-19 Emergency Rental Assistance Program of
2021", in relation to reports by the commissioner of the office of
temporary and disability assistance for such program
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Section 14 of section 1 of subpart A of part BB of chapter
56 of the laws of 2021, establishing the "COVID-19 Emergency Rental
Assistance Program of 2021", is amended to read as follows:
§ 14. Reports by the commissioner. The office shall be required to
report and post information on their website, and update such informa-
tion at least monthly beginning 30 days from when the commissioner makes
an application for the program available. Such information shall include
but not be limited to:
(a) the number of municipal recipients that choose to participate in
the statewide program;
(b) the number of eligible households that received assistance under
this title, including the particular category of assistance which was
provided;
(c) THE BREAKDOWN OF APPLICATIONS FOR EACH ZIP CODE INCLUDING THE
TOTAL NUMBER OF APPROVED APPLICATIONS; THE TOTAL NUMBER OF DENIED APPLI-
CATIONS; THE TOTAL NUMBER OF INCOMPLETE APPLICATIONS; AND THE TOTAL
NUMBER OF APPLICATIONS THAT ARE AWAITING PROCESSING OR ARE PENDING;
(D) the average amount of funding provided per eligible household
receiving assistance; [and]
[(d)] (E) the number of households that applied for assistance; AND
(F) THE BREAKDOWN OF THE TOTAL FUNDING AMOUNT ALLOCATED BY ZIP CODE,
TOTAL FUNDING AMOUNT COMMITTED BUT NOT YET RELEASED BY ZIP CODE, AND THE
TOTAL FUNDING AMOUNT REMAINING AVAILABLE; AND
(G) IDENTIFICATION OF ZIP CODES WITH THE HIGHEST NEED FOR EMERGENCY
RENTAL ASSISTANCE.

§ 2. Subdivision 5 of section 6 of section 1 of subpart A of part BB
of chapter 56 of the laws of 2021, establishing the "COVID-19 Emergency
Rental Assistance Program of 2021", is amended to read as follows:
5. Upon receipt of an application [and to the extent practicable], the
commissioner shall make available a means by which an application
submitted by a tenant, a landlord, or both jointly can be tracked by
either the tenant or the landlord, regardless of who submitted such
application. APPLICATION INFORMATION THAT MAY BE TRACKED SHALL INCLUDE
WHETHER AN APPLICATION IS DEEMED INCOMPLETE OR DOCUMENTS ARE UNABLE TO
BE VERIFIED. IF AN APPLICATION IS DEEMED INCOMPLETE, THE COMMISSIONER
SHALL NOTIFY THE TENANT AND LANDLORD WITHIN THIRTY DAYS OF RECEIVING THE
APPLICATION AND PROVIDE ACTION REQUIRED TO COMPLETE THE APPLICATION. IF
ANY APPLICATION DOCUMENTS CANNOT BE VERIFIED, THE COMMISSIONER SHALL
NOTIFY THE TENANT AND LANDLORD WITHIN THIRTY DAYS OF RECEIVING THE
APPLICATION AND PROVIDE ACTION REQUIRED TO VALIDATE THE DOCUMENTS.
§ 3. This act shall take effect immediately; provided, however, that
the amendments to subpart A of part BB of chapter 56 of the laws of
2021 made by sections one and two of this act shall not affect the expi-
ration of such subpart and shall be deemed repealed therewith.
