 AN  ACT  to amend the general business law, in relation to the sale, use
   and application of styrene and products containing styrene by  appear-
   ance enhancement businesses
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The general business law is amended by adding a new section
 404-d to read as follows:
   § 404-D. STYRENE. 1. NO OWNER OR OPERATOR OF AN APPEARANCE ENHANCEMENT
 BUSINESS SHALL KNOWINGLY:
   A. SELL, USE OR APPLY TO ANY PERSON STYRENE OR  A  PRODUCT  CONTAINING
 STYRENE; OR
   B. DIRECT ANY AGENT OR EMPLOYEE OF SUCH BUSINESS TO SELL, USE OR APPLY
 TO ANY PERSON STYRENE OR A PRODUCT CONTAINING STYRENE.
   2.  A  FIRST  VIOLATION OF THIS SECTION SHALL BE PUNISHABLE BY A CIVIL
 PENALTY OF NOT MORE THAN ONE THOUSAND DOLLARS. A SECOND  OR  ANY  SUBSE-
 QUENT VIOLATION OF THIS SECTION SHALL BE A CLASS B MISDEMEANOR.
   § 2. This act shall take effect immediately.
