   LUPARDO -- read once and referred to the Committee on Labor
 
 AN ACT to amend the labor law, in relation to establishing the New  York
   works   progress  program;  and  providing  for  the  repeal  of  such
   provisions upon expiration thereof

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  This  act  shall  be known and may be cited as the "works
 progress administration-pandemic recovery (WPA-PR)".
   § 2. The labor law is amended by adding a new section 224-d to read as
 follows:
   § 224-D. NEW YORK WORKS PROGRESS PROGRAM. 1. THE FOLLOWING TERMS SHALL
 HAVE THE FOLLOWING MEANINGS:
   (A) "PROGRAM" SHALL MEAN THE NEW YORK WORKS  PROGRESS  PROGRAM  ESTAB-
 LISHED PURSUANT TO SUBDIVISION THREE OF THIS SECTION.
   (B)  "ELIGIBLE INDIVIDUAL" SHALL MEAN AN INDIVIDUAL WHO HAS BEEN UNEM-
 PLOYED FOR AT LEAST THE SIXTY-DAY PERIOD PRIOR TO THE COMMENCEMENT OF  A
 PROJECT  DESCRIBED  IN SUBDIVISION FOUR OF THIS SECTION AND WHO IS NOT A
 FULL-TIME STUDENT.
   (C) "PRIORITY INDIVIDUAL" SHALL MEAN AN INDIVIDUAL WHO HAS BEEN  UNEM-
 PLOYED  FOR AT LEAST THE SIXTY-DAY PERIOD PRIOR TO THE COMMENCEMENT OF A
 PROJECT DESCRIBED IN SUBDIVISION FOUR OF THIS SECTION AND IS BETWEEN THE
 AGES OF EIGHTEEN AND THIRTY-FIVE, NOT A FULL-TIME STUDENT AND WHO IS NOT
 ENROLLED IN ANY TRAINING PROGRAM.
   2. (A) THERE IS HEREBY ESTABLISHED WITHIN THE DEPARTMENT THE NEW  YORK
 WORKS PROGRESS PROGRAM WHICH SHALL BE HEADED BY THE COMMISSIONER.
   (B) THE PURPOSE OF SUCH PROGRAM IS TO:
   (1) RECEIVE WORKS PROJECT PROPOSALS SUBMITTED BY STATE DEPARTMENTS AND
 AGENCIES PURSUANT TO PARAGRAPH (A) OF SUBDIVISION THREE OF THIS SECTION;
 AND
