AN ACT to amend the administrative code of the city of New York, in
relation to establishing a central registry of child care service
complaints
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. The administrative code of the city of New York is amended
by adding a new section 17-1308 to read as follows:
§ 17-1308 CENTRAL REGISTRY OF CHILD CARE SERVICE COMPLAINTS. THE
DEPARTMENT SHALL ESTABLISH A CITYWIDE CENTRAL REGISTRY LISTING ALL
COMPLAINTS AGAINST CHILD CARE SERVICES. SUCH REGISTRY SHALL LIST THE
NATURE OF THE COMPLAINT AND THE STATUS OF THE INVESTIGATION OR PROCEED-
ING.
§ 2. Section 17-1303 of the administrative code of the city of New
York, as amended by local law number 22 of the city of New York for the
year 2010, is amended to read as follows:
§ 17-1303 Posting of information on-site. Every child care service
must post a sign in a conspicuous place near its public entrance or
entrances stating that the most recent summary child care service
inspection report AND THE CENTRAL REGISTRY OF CHILD CARE SERVICE
COMPLAINTS may be accessed through the website of the department or by
calling 311. The sign, whose form and content shall be provided or
approved by the department, shall be printed in clear and legible type,
in such a manner as to be readily visible to parents or other persons
entering the child care service and shall provide instructions on how to
gain access to the summary child care service inspection reports AND THE
CENTRAL REGISTRY OF CHILD CARE SERVICE COMPLAINTS through the depart-
ment's website.
§ 3. The commissioner of the department of health and mental hygiene
of the city of New York shall promulgate rules and regulations to ensure

that personal identifying information from a complainant related to a
child care service complaint is redacted prior to making such data
publicly available pursuant to section 17-1308 of the administrative
code of the city of New York, as added by section one of this act.
§ 4. This act shall take effect on the one hundred eightieth day after
