INDEPENDENT REDISTRICTING COMMISSION

Independent Redistricting Commission ......................... 4,000,000

For services and expenses of the Independent Redistricting
Commission pursuant to section 5-b of article 3 of the
constitution. Notwithstanding any other provision of law
to the contrary, the members of the Independent Redis-
tricting Commission shall receive an annual salary of
twenty-five thousand dollars within the amount made

available therefor by appropriation. The Independent
Redistricting Commission shall, upon an affirmative vote
of the members of the commission, determine its expendi-
tures and shall make public the expenditure of the funds
appropriated to the Commission that it determines to
make. Notwithstanding any other provision of law to the
contrary, the members, officers, and employees of the
Independent Redistricting Commission shall be deemed
employees for the purposes of Section 17 and Section 19
of the Public Officers Law. Notwithstanding any other
provision of law to the contrary, the members, officers,
and employees of the Independent Redistricting Commis-
sion shall be deemed "legislative employees" pursuant to
section 73-a of the Public Officers Law .................... 4,000,000

THE JUDICIARY
ยง 2. The several amounts named in this section, or so much thereof as
shall be sufficient to accomplish the purposes designated by the appro-
priations, are hereby appropriated and authorized to be paid as herein-
after provided, to the respective public officers and for the several
purposes specified, which amounts shall be available for the fiscal year
beginning April 1, 2021.
Notwithstanding any other provision of law, all moneys paid into the
state treasury pursuant to subdivision 1 of section 465 of the judiciary
law shall thereupon be transferred to the attorney licensing fund.
Notwithstanding any other provision of law, the unified court system
may enter into one or more contracts with the center for court inno-
vation for services in relation to various judiciary programs and, with
the approval of the chief administrator of the courts filed with the
comptroller, may expend up to $9.7 million of the funds provided by this
section for such services pursuant to such contract or contracts.

INDEPENDENT REDISTRICTING COMMISSION
For services and expenses (including liabilities incurred
prior to April 1, 2021) of the Independent Redistricting
Commission pursuant to section 5-b of article 3 of the
constitution. Notwithstanding any other provision of law
to the contrary, the members of the Independent Redis-
tricting Commission shall receive an annual salary of
twenty-five thousand dollars within the amount made
available therefor by appropriation. The Independent
Redistricting Commission shall, upon an affirmative vote
of the members of the commission, determine its expendi-
tures and shall make public the expenditure of the funds
appropriated to the Commission that it determines to
make. Notwithstanding any other provision of law to the
contrary, the members, officers, and employees of the
Independent Redistricting Commission shall be deemed
employees for the purposes of Section 17 and Section 19
of the Public Officers Law. Notwithstanding any other
provision of law to the contrary, the members, officers,
and employees of the Independent Redistricting Commis-
sion shall be deemed "legislative employees" pursuant to
section 73-a of the Public Officers Law of the legisla-

THE JUDICIARY
ยง 2. The several amounts named in this section, or so much thereof as
shall be sufficient to accomplish the purposes designated by the appro-
priations, are hereby appropriated and authorized to be paid as herein-
after provided, to the respective public officers and for the several
purposes specified, which amounts shall be available for the fiscal year
beginning April 1, 2021.
Notwithstanding any other provision of law, all moneys paid into the
state treasury pursuant to subdivision 1 of section 465 of the judiciary
law shall thereupon be transferred to the attorney licensing fund.
Notwithstanding any other provision of law, the unified court system
may enter into one or more contracts with the center for court inno-
vation for services in relation to various judiciary programs and, with
the approval of the chief administrator of the courts filed with the
comptroller, may expend up to $9.7 million of the funds provided by this
section for such services pursuant to such contract or contracts.

Local Assistance Account
The appropriation made by chapter 51, section 2, of the laws of 2020, is
hereby amended and reappropriated to read:
For suballocation to the office of indigent legal services, at the
direction of the chief administrator of the courts, for payment
pursuant to law to New York city, pursuant to an agreement with such
city, for services and expenses related to implementation of case-
load standards for institutional providers representing indigent
clients in criminal cases in such city. Notwithstanding any other
provision of law, monies received by the office of indigent legal
services pursuant to this suballocation may be distributed to New
York city only to the extent necessary to enable compliance with
section 127.7 of the rules of the chief administrator of the court
(22 NYCRR ยง127.7).

sufficient to accomplish the purpose designated, being the unexpended
balances of prior year's appropriations, are hereby reappropriated from
the same funds and made available for the same purposes as the prior
year's appropriations, unless amended herein, for the state fiscal year
beginning April 1, 2021.
For the purpose of complying with the state finance law, the chapter,
section, and year of the last act reappropriating a former original
appropriation or any part thereof was, unless otherwise indicated, chap-
ter 51, section 4, of the laws of 2020. Where the full text of law being
