Relates to providing financial equity to certain state employees who received a bargaining unit change; directs the governor's office of employee relations to conduct a study to determine if any state employee suffered a financial loss due to the public employment relations board decision C-6005; requires the state comptroller to make a payment to any employee determined to suffer a reduction in pay equal to the amount of such reduction.

 AN  ACT  to  provide  financial  equity  to  certain state employees who
   received a bargaining unit change
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section  1.  Notwithstanding any provision of law to the contrary, the
 governor's office of employee relations, in consultation  with  the  New
 York  state  public  employment  relations  board  and the professional,
 scientific and technical services unit shall conduct a study  to  deter-
 mine  if  any  state  employee  suffered  a financial loss due to public
 employment relations board decision C-6005 to  change  bargaining  units
 for  certain employees. Such study shall be completed within one hundred
 twenty days of the effective date of this act.
   If any employee is found to have experienced a reduction in pay due to
 such bargaining unit change, the governor's office of employee relations
 shall notify such affected employee and the office of  the  state  comp-
 troller  in  writing  within thirty days of issuance of such study.  The
 office of the state comptroller shall make a payment within thirty  days
 of  receiving  such written notice to any employee the governor's office
 of employee relations determined suffered a reduction in  pay  equal  to
 the amount of such reduction. Such payment shall be in any form current-
 ly allowed by law.
   § 2. This act shall take effect immediately.
