AN ACT requiring the department of labor to conduct a study to determine
and report on the potential impact of driverless vehicles on occupa-
tions and employment; and providing for the repeal of such provisions
upon expiration thereof
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Study of the potential impact to vehicle transportation and
delivery systems. The commissioner of the department of labor shall
engage in a study analyzing the potential impact of driverless vehicles
on occupations and employment and shall make a report on such findings.
§ 2. Such study and report carried out pursuant to this act shall
address the following issues:
(a) the potential impact of driverless vehicles on delivery and trans-
portation services;
(b) the potential loss of employment for those engaged in occupations
described by paragraph (a) of this section; and
(c) any other information the commissioner deems pertinent to include
in said report related to this policy.
§ 3. The commissioner shall publish such report to the governor, the
temporary president of the senate, the speaker of the assembly, the
senate committees on labor and transportation and assembly committees on
labor and transportation no later than December 31, 2022.
§ 4. This act shall take effect immediately and shall expire and be
deemed repealed January 1, 2023.
