   Committee on Environmental Conservation

 AN  ACT  authorizing  the  creation of state debt in the amount of three
   billion dollars, in relation to creating the clean air and clean water
   environmental bond act of  2021  for  the  purposes  of  environmental
   improvements  that  preserve,  enhance, and restore New York's natural
   resources and reduce the impact of climate change; and  providing  for
   the  submission to the people of a proposition or question therefor to
   be voted upon at the general election to  be  held  in  November  2021
   (Part  A);  and  to  amend the envioronmental conservation law and the
   state finance law, in relation to the implementation of the clean  air
   and clean water environmental bond act of 2021 (Part B)
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. This act enacts into law components  of  legislation  which
 are  necessary  to  implement  legislation relating to the clean air and
 clean water environmental bond act of 2021.  Each  component  is  wholly
 contained  within  a Part identified as Parts A through B. The effective
 date for each particular provision contained within  such  Part  is  set
 forth  in  the  last  section of such Part. Any provision in any section
 contained within a Part, including the effective date of the Part, which
 makes a reference to a section "of this act", when  used  in  connection
 with that particular component, shall be deemed to mean and refer to the
 corresponding  section  of the Part in which it is found.  Section three
 of this act sets forth the general effective date of this act.
