 Introduced  by  M.  of  A.  BARCLAY, MANKTELOW, MORINELLO, BYRNE, SALKA,
   LEMONDES, J. M. GIGLIO -- read once and referred to the  Committee  on
   Labor
 
 AN  ACT  to amend the labor law, in relation to prohibiting the addition
   or change to certain wage  orders  which  would  have  the  effect  of
   requiring an employer to pay an employee for time not actually worked
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 659 of the labor law is amended  by  adding  a  new
 subdivision 3 to read as follows:
   3. NOTWITHSTANDING ANY OTHER PROVISION OF LAW TO THE CONTRARY, ANY NEW
 WAGE  ORDER OR REGULATION OR REVISION OF AN EXISTING WAGE ORDER OR REGU-
 LATION ISSUED OR ADOPTED BY THE COMMISSIONER ON OR AFTER JANUARY  FIRST,
 TWO  THOUSAND  TWENTY-TWO SHALL NOT BE VALID IF SUCH WAGE ORDER OR REGU-
 LATION WOULD HAVE THE EFFECT OF REQUIRING AN EMPLOYER TO PAY AN EMPLOYEE
 FOR TIME NOT ACTUALLY WORKED.
   § 2. This act shall take effect immediately.
