AN ACT to amend the social services law, in relation to authorizing the
payment of camp fees for children receiving safety net assistance; and
to repeal certain provisions of such law relating thereto
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Paragraph (d) of subdivision 1 of section 350 of the social
services law is REPEALED.
§ 2. Paragraph (d) of subdivision 5 of section 131-a of the social
services law, as amended by chapter 81 of the laws of 1995, is amended
to read as follows:
(d) camp fees FOR A CAMP OPERATED BY AN ENTITY WHICH HAS BEEN ISSUED
AN OPERATING CERTIFICATE BY THE APPROPRIATE HEALTH OFFICIAL IN WHOSE
JURISDICTION SUCH CAMP IS LOCATED, when IN THE JUDGMENT OF THE SOCIAL
SERVICES OFFICIAL IT IS ADVISABLE FOR THE WELFARE OF A CHILD RECEIVING
FAMILY ASSISTANCE OR SAFETY NET ASSISTANCE TO ATTEND SUCH CAMP,
PROVIDED, HOWEVER, THAT funds cannot be obtained from other sources [for
children receiving aid to dependent children] AND SUCH assistance IS not
in excess of maximum fees as established by regulations of the [depart-
ment] OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE; life insurance
premiums provided the policy is assigned to the [department] OFFICE OF
TEMPORARY AND DISABILITY ASSISTANCE, or in cases where the recipient is
aged, his or her life expectancy is short, or he or she is deemed unin-
surable[.];
§ 3. This act shall take effect June 30, 2021. Effective immediately,
the addition, amendment and/or repeal of any rule or regulation, includ-
ing rules promulgated on an emergency basis, necessary for the implemen-
tation of this act on its effective date are authorized to be made or
completed on or before such effective date.
