 AN ACT authorizing the Lower East Side Ecology Center to  use  the  East
   River Compost Yard and Fire Boat House
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Notwithstanding any provision of law to the  contrary,  the
 Lower  East  Side  (LES)  Ecology Center is hereby authorized to use the
 portion of land situated within the East River Park known  as  the  East
 River  Compost  Yard,  and  the land situated within the East River Park
 known as the Fire Boat House, for the purposes of  running  a  community
 compost  site  and community education programs. Such organization shall
 not be in violation of any laws or restrictions relating to  the  alien-
 ation  of  parklands  if it shall be operating in such location for such
 purposes.
   ยง 2. This act shall take effect immediately.
