AN ACT to amend the administrative code of the city of New York, in
relation to establishing the citywide leadership team
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Title 21-A of the administrative code of the city of New
York is amended by adding a new chapter 23-A to read as follows:
CHAPTER 23-A
LEADERSHIP TEAMS
§ 21-990.1 CITYWIDE LEADERSHIP TEAM. A. THERE SHALL BE ESTABLISHED A
CITYWIDE LEADERSHIP TEAM CONSISTING OF A CHAIR OR CO-CHAIRS AND AT LEAST
TWENTY-NINE REPRESENTATIVES. THE CHAIR OR CO-CHAIRS SHALL BE CHOSEN
BASED ON THE BYLAWS DRAFTED BY THE CITYWIDE LEADERSHIP TEAM. ALL REPRE-
SENTATIVES OR PROXIES OF SUCH REPRESENTATIVES SHALL BE PRESENT AT EACH
MEETING. MEMBERS SHALL BE APPOINTED BY THE FOLLOWING GROUPS IN THE
FOLLOWING MANNER:
1. ONE REPRESENTATIVE SHALL BE SELECTED BY THE CHANCELLOR, IN CONSUL-
TATION WITH THE FIRST DEPUTY CHANCELLOR, THE DEPUTY CHANCELLOR OF COMMU-
NITY EMPOWERMENT, OTHER DEPUTY CHANCELLORS, AND EXECUTIVE SUPERINTEN-
DENTS AS NEEDED;
2. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL SHALL BE SELECTED BY
THE COUNCIL OF SCHOOL SUPERVISORS AND ADMINISTRATORS;
3. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL SHALL BE SELECTED BY
THE UNITED FEDERATION OF TEACHERS;
4. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL SHALL BE SELECTED BY
THE DISTRICT COUNCIL THIRTY-SEVEN;
5. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL SHALL BE SELECTED BY
LOCAL TWO HUNDRED THIRTY-SEVEN;
6. SEVENTEEN PARENT REPRESENTATIVES, ONE OF WHICH MAY BE APPOINTED BY
THE CHANCELLOR TO BE MEMBER-AT-LARGE, TO BE SELECTED AS FOLLOWS:

(A) TWO REPRESENTATIVES SHALL BE SELECTED BY THE CO-CHAIRS OF THE
CHANCELLOR'S PARENT ADVISORY COUNCIL, OR DESIGNEES OF SUCH CO-CHAIRS;
(B) FIVE REPRESENTATIVES, ONE FROM EACH BOROUGH, SHALL BE SELECTED BY
VOTING MEMBERS OF THE CHANCELLOR'S PARENT ADVISORY COUNCIL, SUCH
SELECTED REPRESENTATIVES SHALL BE PARENTS OF CHILDREN IN GRADES KINDER-
GARTEN THROUGH EIGHTH GRADE;
(C) FIVE REPRESENTATIVES, ONE FROM EACH BOROUGH, SHALL BE SELECTED BY
THE BOROUGH'S HIGH SCHOOL PRESIDENTS COUNCIL;
(D) ONE REPRESENTATIVE SHALL BE AN ELECTED COMMUNITY EDUCATION COUNCIL
MEMBER SELECTED BY THE PRESIDENTS OF THE COMMUNITY EDUCATIONS COUNCILS;
AND
(E) FOUR REPRESENTATIVES SHALL BE CITYWIDE COUNCIL MEMBERS, ONE FROM
EACH CITYWIDE COUNCIL, SELECTED BY SUCH CITYWIDE COUNCILS;
7. SEVEN REPRESENTATIVES SHALL BE STUDENT REPRESENTATIVES TO BE
SELECTED AS FOLLOWS:
(A) TWO REPRESENTATIVES SHALL BE MEMBERS OF THE CHANCELLOR'S STUDENT
ADVISORY COUNCIL TO BE SELECTED BY THE CHANCELLOR; AND
(B) FIVE REPRESENTATIVES, ONE FROM EACH BOROUGH, SHALL BE MEMBERS FROM
EACH BOROUGH STUDENT ADVISORY COUNCIL, TO BE SELECTED BY THE CHANCELLOR.
B. ADDITIONAL REPRESENTATIVES MAY BE APPOINTED AS NEEDED FROM PARTNER-
ING AGENCIES AS FOLLOWS:
1. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL MAY BE SELECTED FROM
THE POLICE DEPARTMENT OF THE CITY OF NEW YORK;
2. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL MAY BE SELECTED FROM
THE DEPARTMENT OF YOUTH AND COMMUNITY DEVELOPMENT;
3. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL MAY BE SELECTED FROM
THE SCHOOL CONSTRUCTION AUTHORITY; AND
4. ONE REPRESENTATIVE WHO IS A SENIOR OFFICIAL MAY BE SELECTED FROM
ANY OTHER PARTNERING AGENCY OR COMMUNITY-BASED ORGANIZATION AS NEEDED.
C. THE CITYWIDE LEADERSHIP TEAM SHALL ENSURE THAT PARENTS' VOICES ARE
REPRESENTED IN ALL EDUCATION DECISION-MAKING, SHALL ENSURE EDUCATION
POLICIES CONSIDERED OR IMPLEMENTED ARE CONDUCIVE TO PROMOTING STUDENT
ACHIEVEMENT AND ENHANCING THE OVERALL QUALITY OF EDUCATION FOR STUDENTS
ATTENDING PUBLIC SCHOOLS IN THE CITY OF NEW YORK, AND SHALL INCLUDE ALL
STAKEHOLDERS AT ALL STAGES OF THE DECISION-MAKING PROCESS. THE RESPONSI-
BILITIES OF THE CITYWIDE LEADERSHIP TEAM SHALL INCLUDE:
1. SERVING AS A MODEL FOR DISTRICT LEADERSHIP TEAMS;
2. IDENTIFYING CONCERNS AND REVIEWING REVISIONS OR CHANGES TO POLICIES
AND REGULATIONS BEFORE SUBMISSION TO THE PANEL FOR EDUCATIONAL POLICY
FOR CONSIDERATION OR A VOTE;
3. SERVING AS AN ADVISOR TO THE CHANCELLOR AND MAYOR ON ALL ISSUES
INVOLVING EDUCATION POLICY AND PROGRAMS;
4. PROVIDING INPUT AND FEEDBACK ON THE HIRING OF DEPARTMENT LEADERS
INCLUDING THE CHANCELLOR, DEPUTY CHANCELLORS, AND EXECUTIVE SUPERINTEN-
DENTS;
5. EMPOWERING DISTRICT LEADERSHIP TEAMS AND SCHOOL LEADERSHIP TEAMS TO
CONTRIBUTE TO THE DEVELOPMENT OF THE CENTRAL COMPREHENSIVE EDUCATION
PLAN TO FACILITATE COHESIVE EDUCATION POLICIES THROUGHOUT ALL DISTRICTS
BY PROVIDING UNIFORMED PLANS BASIC ENOUGH FOR DISTRICTS AND SCHOOLS TO
IMPLEMENT TEACHING AND LEARNING SPECIFICALLY FOR THEIR DISTRICT'S
RESPECTIVE NEEDS;
6. DEVELOPING AND MAINTAINING A ONE PAGE CHECK SHEET FOR SCHOOL LEAD-
ERSHIP TEAMS TO REPORT QUARTERLY TO DISTRICT LEADERSHIP TEAMS, AND FOR
DISTRICT LEADERSHIP TEAMS TO REPORT BI-ANNUALLY TO THE CITYWIDE LEADER-
SHIP TEAM, TO FACILITATE AND FULFILL THE DUTIES OF THE DEPARTMENT'S
SCHOOL AND DISTRICT IMPROVEMENT LIAISONS TO OVERSEE DEPARTMENT CENTRAL

ACCOUNTABILITY. THE CITYWIDE LEADERSHIP TEAM AND CHANCELLOR SHALL REPORT
ANNUALLY IN THE MONTH OF JULY TO THE NEW YORK STATE DEPARTMENT OF EDUCA-
TION, THE NEW YORK CITY PUBLIC SCHOOL SYSTEM AND TO THE PUBLIC;
7. REPORTING TO THEIR RESPECTIVE CONSTITUENTS AND BRINGING CONCERNS
AND IDEAS OF THEIR RESPECTIVE SCHOOL COMMUNITIES TO THE CITYWIDE LEADER-
SHIP TEAM; AND
8. ENSURING THAT AT ALL TIMES PARENTS HOLD THE MAJORITY OF CITYWIDE
LEADERSHIP TEAM SEATS.
D. THE CITYWIDE LEADERSHIP TEAM SHALL:
1. HOLD A SUMMIT EVERY OTHER MONTH STARTING IN JULY OF TWO THOUSAND
TWENTY-TWO, FOLLOWED BY SEPTEMBER, NOVEMBER, JANUARY, MARCH, AND MAY.
SUCH MEETINGS SHALL ALTERNATE AMONGST EACH BOROUGH WHEN SUCH MEETING
OCCURS IN PERSON, WITH JULY'S MEETING BEING HELD AT THE DEPARTMENT'S
CENTRAL OFFICE. THE CITYWIDE LEADERSHIP TEAM SHALL ALSO MEET WHEN
SPECIAL CIRCUMSTANCE ARISES;
2. DRAFT ITS OWN BYLAWS, WHICH SHALL BE CONSISTENT WITH BOTH THE
CHANCELLOR'S AND THE STATE'S REGULATIONS;
3. OPERATE ALL MEETINGS AND SUMMITS IN ACCORDANCE WITH ARTICLE SEVEN
OF THE PUBLIC OFFICERS LAW AND ROBERT'S RULES OF ORDER;
4. FORMULATE AND OFFICIATE A MISSION STATEMENT, DESIGN AND DEVELOP A
PLAN TO MEET MISSION OBJECTIVES, ESTABLISH ACCOUNTABILITY AND EVALUATION
METHODS FOR THE CITYWIDE LEADERSHIP TEAM, DISTRICT LEADERSHIP TEAMS, AND
SCHOOL LEADERSHIP TEAMS, AND MAINTAIN HARMONIZATION ACROSS ALL THREE
LEVELS OF TEAMS;
5. SHARE INFORMATION WITH THEIR RESPECTIVE CONSTITUENTS AND BRING
THEIR FEEDBACK TO THE CITYWIDE LEADERSHIP TEAM FOR CONSIDERATION AND
DELIBERATION; AND
6. ALLOW MEMBERS OF THE PUBLIC TO SUBMIT QUESTIONS, COMMENTS, OR
SUGGESTIONS IN WRITING IN ADVANCE OF ANY MEETING OR SUMMIT FOR CONSIDER-
ATION BY THE CITYWIDE LEADERSHIP TEAM.
§ 2. This act shall take effect on the ninetieth day after it shall
have become a law. Effective immediately, the addition, amendment and/or
repeal of any rule or regulation necessary for the implementation of
this act on its effective date are authorized to be made and completed
on or before such effective date.
