Defines the terms "person", "human", and "human being" to mean a member of the species homo sapiens at any stage of biological development beginning at the moment of fertilization regardless of age, health, level of functioning, or condition of dependency; requires the right to life of all human beings.

             CONCURRENT RESOLUTION OF THE SENATE AND ASSEMBLY
 
 proposing  an amendment to article 1 of the constitution, in relation to
   defining a person to include a member of the species homo sapiens,  at
   fertilization, and at any stage of biological development
 
   Section  1.  Resolved  (if  the  Senate concur), That article 1 of the
 constitution be amended by adding a new section 19 to read as follows:
   § 19. THE WORDS "PERSON", "HUMAN", AND "HUMAN BEING" MEAN A MEMBER  OF
 THE  SPECIES  HOMO SAPIENS AT ANY STAGE OF BIOLOGICAL DEVELOPMENT BEGIN-
 NING AT THE MOMENT OF FERTILIZATION REGARDLESS OF AGE, HEALTH, LEVEL  OF
 FUNCTIONING,  OR CONDITION OF DEPENDENCY.  THE INALIENABLE RIGHT TO LIFE
 OF EVERY HUMAN BEING AT ANY STAGE OF DEVELOPMENT MUST BE PROTECTED.
   § 2. Resolved (if the Senate concur), That the foregoing amendment  be
 referred  to  the  first regular legislative session convening after the
 next succeeding general election of members of  the  assembly,  and,  in
 conformity  with  section  1  of  article  19  of  the  constitution, be
 published for 3 months previous to the time of such election.
