S T A T E O F N E W Y O R K ________________________________________________________________________ 8748 I N A S S E M B L Y January 11, 2022 ___________ Introduced by M. of A. CYMBROWITZ -- read once and referred to the Committee on Housing AN ACT to amend the public housing law, in relation to the obligation to affirmatively further fair housing THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 5 of section 600 of the public housing law, as added by a chapter of the laws of 2021 amending the public housing law relating to establishing an obligation to affirmatively further fair housing, as proposed in legislative bills numbers S.1353-A and A.5428-A, is amended to read as follows: 5. The commissioner shall: (A) on or before [October thirtieth] FEBRUARY FIRST of TWO THOUSAND TWENTY-TWO, AND each FIFTH year THEREAFTER, produce a draft report that shall be made available to the public. The report shall include any significant initiatives, policies, or programs undertaken in furtherance of fair housing and any recommendations for improving the state of fair housing in New York. The draft report shall be open to a minimum of [thirty] TWENTY-ONE days of public comment. The commissioner shall, on or before [December first] MARCH TENTH of each year THAT SUCH REPORT IS DUE, submit the final version of said report to the governor, the speak- er of the assembly, and the temporary president of the senate. The commissioner shall submit along with the final report, all comments received pursuant to the public comment period; AND (B) ON OR BEFORE FEBRUARY FIRST OF EVERY SECOND AND FOURTH YEAR FOLLOWING THE ISSUANCE OF THE FULL REPORT REQUIRED PURSUANT TO PARAGRAPH (A) OF THIS SUBDIVISION, PREPARE AN INTERIM REPORT EXPLAINING ANY PROGRESS OR SIGNIFICANT CHANGES TO RECOMMENDATIONS INCLUDED IN SUCH FULL REPORT AND DETAILING ANY NEW SIGNIFICANT INITIATIVES, POLICIES, OR PROGRAMS THAT HAVE BEEN UNDERTAKEN IN FURTHERANCE OF FAIR HOUSING. THE INTERIM REPORT SHALL BE SUBMITTED TO THE GOVERNOR, THE SPEAKER OF THE ASSEMBLY, AND THE TEMPORARY PRESIDENT OF THE SENATE. § 2. This act shall take effect on the same date and in the same manner as a chapter of the laws of 2021 amending the public housing law relating to establishing an obligation to affirmatively further fair housing, as proposed in legislative bills numbers S.1353-A and A.5428-A, takes effect.
