 AN ACT to amend the  environmental  conservation  law,  in  relation  to
   educating  the  public  about  the health and environmental impacts of
   lithium-ion batteries for electric  vehicles,  and  the  manufacturing
   thereof

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Paragraph b of subdivision 2  of  section  19-0301  of  the
 environmental conservation law is amended to read as follows:
   b.  Encourage voluntary cooperation by all persons in controlling air,
 WATER AND SOIL pollution and air, WATER AND SOIL contamination,  INCLUD-
 ING, BUT NOT LIMITED TO, EDUCATING THE PUBLIC ABOUT THE HEALTH AND ENVI-
 RONMENTAL  IMPACTS  OF  LITHIUM-ION BATTERY USE AND MANUFACTURE, SUCH AS
 TOXICITY AND CONTAMINATION RESULTANT FROM  BATTERY  LEAKAGE  OR  DETERI-
 ORATION,  ENVIRONMENTAL  IMPACTS  OF  LITHIUM-ION BATTERY CASUALTIES AND
 DISPOSAL AND  HEALTH  RISKS  ASSOCIATED  WITH  EXPOSURE  TO  LITHIUM-ION
 BATTERY  COMPONENTS.  THE  DEPARTMENT  SHALL  ALSO CONSIDER THE ENVIRON-
 MENTAL, HEALTH AND SAFETY FACTORS ASSOCIATED WITH  EXTREME-HEAT  LITHIUM
 BATTERY  FIRES, AND EFFECTS ON THE EQUIPMENT, HEALTH AND SAFETY OF FIRST
 RESPONDERS IN THE EVENT OF AN EXTREME-HEAT BATTERY CASUALTY. SUCH EDUCA-
 TION SHALL, AT A MINIMUM, INCLUDE  DEVELOPING  AND  DISTRIBUTING  EDUCA-
 TIONAL  MATERIALS  AND  POSTING  SUCH  INFORMATION  ON  THE DEPARTMENT'S
 WEBSITE.
   § 2. This act shall take effect immediately.
