 AN  ACT to amend the public service law, in relation to requiring energy
   suppliers to supply generators to all emergency shelters  and  cooling
   centers for use in emergency situations

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The public service law is amended by adding a  new  section
 66-q to read as follows:
   §  66-Q.  GENERATORS  FOR  EMERGENCY SHELTERS AND COOLING CENTERS.  1.
 EVERY ELECTRIC CORPORATION WHICH PROVIDES ELECTRICITY TO  ANY  TEMPORARY
 EMERGENCY  SHELTER  OR  COOLING  CENTER IN THIS STATE SHALL PROVIDE EACH
 SUCH TEMPORARY EMERGENCY SHELTER OR COOLING  CENTER  WITH  AN  ALTERNATE
 GENERATED  POWER  SOURCE  FOR USE IN EMERGENCY SITUATIONS WHERE ELECTRIC
 SERVICE HAS BEEN DISRUPTED.
   2. FOR THE PURPOSES OF THIS SECTION THE FOLLOWING TERMS SHALL HAVE THE
 FOLLOWING MEANINGS:
   (A) "ALTERNATE GENERATED POWER SOURCE" SHALL MEAN ELECTRIC  GENERATING
 EQUIPMENT  THAT IS CAPABLE OF PROVIDING ADEQUATE ELECTRICITY TO SUPPORT,
 AT A MINIMUM, NECESSARY  LIGHTING,  HEATING,  COOLING,  AND  LIFE-SAFETY
 SYSTEMS  WITHIN  A  TEMPORARY EMERGENCY SHELTER OR COOLING CENTER, WHICH
 CAN OPERATE INDEPENDENT  OF  THE  LOCAL  ELECTRIC  UTILITY  DISTRIBUTION
 SYSTEM AND PROVIDE ELECTRICITY DURING A GENERAL POWER OUTAGE OR DECLARED
 ENERGY OR FUEL SUPPLY EMERGENCY, INCLUDING A NATURAL DISASTER.
   (B)  "COOLING  CENTER" SHALL MEAN A PUBLIC SPACE WHERE INDIVIDUALS MAY
 GO TO SEEK SHELTER FROM EXTREME HOT WEATHER, AND WHICH HAS  BEEN  DESIG-
 NATED  AS  SUCH  BY  THE NEW YORK STATE DEPARTMENT OF HEALTH, BY THE NEW
 YORK CITY DEPARTMENT OF HEALTH, OR BY ANY  LOCAL  HEALTH  DEPARTMENT  IN
 THIS STATE.
