TITLE OF BILL:

An act relating to resuming the play of school musical/theatrical
performances during the COVID-19 pandemic and requiring safety protocols
to be put in place to enable safe play of such school musical/theatrical
performances

 
PURPOSE:

Requires the commissioner of education to direct the resumption of
school musical/theatrical performances during the COVID-19 pandemic.

 
SUMMARY OF PROVISIONS:

An act directing the commissioner of education immediately authorize all
school musical/theatrical performances, which have been postponed or
cancelled due to COVID-19. The commissioner of education in consultation
with the commissioner of health, shall adopt necessary rules and regu-

lation and provide a process and procedure to ensure that proper COVID-
19 safety protocols are followed to enable school musical/theatrical
performances.

 
JUSTIFICATION:

Due to COVID-19, school musical/theatrical performances are on hold.
School musical/theatrical performances cannot be underestimated.
Studies show, outside of enhancing performing arts skills, students who
participate in performing arts have higher rates of attendance, better
SAT scores, improved communication skills, improved academics, the
importance of teamwork and cooperation, social relationships, positive
mentors, leadership skills, a mindset of success, and various other
life-teaching skills that go far beyond theater and music.

This bill directs the commissioner of education in consultation with the
commissioner of health to adopt necessary rules, regulations, and a
process and procedure to ensure that proper COVID-19 safety protocols
are followed to enable the safe school musical/theatrical performances.

 AN ACT relating  to  resuming  the  play  of  school  musical/theatrical
   performances  during the COVID-19 pandemic and requiring safety proto-
   cols  to  be  put  in  place  to  enable  safe  play  of  such  school
   musical/theatrical performances
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1.  Notwithstanding any provision of law, rule  or  regulation
 to the contrary, the commissioner of education shall immediately author-
 ize  the practice and play of all school musical/theatrical performances
 which have been postponed or cancelled due to COVID-19.  The commission-
 er of education, in consultation with the commissioner of health,  shall
 adopt  necessary  rules and regulations and provide a process and proce-
 dure to ensure that proper COVID-19 safety  protocols  are  followed  to
 enable the safe play of such school musical/theatrical performances.
   § 2. This act shall take effect immediately.
