BILL NUMBER: S5662 SPONSOR: PARKER TITLE OF BILL: An act to amend the general municipal law, in relation to prohibiting contracts between municipalities and law enforcement for the purpose of school safety in municipalities with populations of more than one million PURPOSE OR GENERAL IDEA OF BILL: The purpose of the bill is to prohibit schools from allowing law enforcement personnel from engaging in school safety. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends the general municipal law to add a new section 209-vv. PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Cities 1 AN ACT to amend the general municipal law, in relation to prohibiting contracts between municipalities and law enforcement for the purpose of school safety in municipalities with populations of more than one million THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The general municipal law is amended by adding a new section 209-vv to read as follows: § 209-VV. CONTRACTS BETWEEN MUNICIPALITIES AND POLICE DISTRICTS FOR SCHOOL SAFETY IN A CITY WITH A POPULATION OF MORE THAN ONE MILLION; VOID. NOTWITHSTANDING ANY GENERAL, LOCAL OR SPECIAL LAW OR CHARTER PROVISION, THE BOARD OF EDUCATION OR TRUSTEES OF A SCHOOL DISTRICT IN A CITY WITH A POPULATION OF MORE THAN ONE MILLION SHALL NOT DESIGNATE, AUTHORIZE, APPOINT OR ENTER INTO AN AGREEMENT WITH ANY CITY, TOWN, VILLAGE OR POLICE DEPARTMENT, POLICE DISTRICT, SHERIFF'S DEPARTMENT OR THE DIVISION OF STATE POLICE FOR THE PURPOSE OF PROVIDING SWORN OFFICERS AS SCHOOL SAFETY OFFICERS, SECURITY OFFICERS OR RESOURCE OFFICERS IN THE SCHOOLS OF SUCH SCHOOL DISTRICT, OR THE PROPERTY THEREOF, IN ORDER TO PROTECT THE PROPERTY OR PERSONS ON SUCH PREMISES. ANY SUCH DESIGNATION, AUTHORIZATION, APPOINTMENT OR AGREEMENT IS HEREBY DECLARED VOID AS CONTRARY TO PUBLIC POLICY. § 2. This act shall take effect immediately.
