 Introduced  by  Sen. PERSAUD -- read twice and ordered printed, and when
   printed to be committed to the Committee on Consumer Protection
 
 AN ACT to amend the general business law, in relation to  requiring  car
   washes to disclose when promotions expire
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The general business law is amended by adding a new section
 399-eee to read as follows:
   § 399-EEE. CAR WASH PROMOTION DISCLOSURE. 1.  FOR THE PURPOSES OF THIS
 SECTION, THE TERM "CAR WASH" MEANS ANY INDIVIDUAL,  PARTNERSHIP,  CORPO-
 RATION,  LIMITED LIABILITY COMPANY, JOINT VENTURE, ASSOCIATION, OR OTHER
 BUSINESS ENTITY THAT ENGAGES IN  THE  CLEANING  OF  VEHICLES,  INCLUDING
 WASHING,  DETAILING, DRYING, POLISHING, VACUUMING OR OTHERWISE PROVIDING
 COSMETIC CARE TO VEHICLES.
   2. CAR WASHES SHALL CLEARLY STATE WHEN A PROMOTION WILL EXPIRE AS WELL
 AS ANY COSTS  WHICH  WILL  BE  INCURRED  UPON  THE  EXPIRATION  OF  SUCH
 PROMOTION  AND HOW OFTEN SUCH COSTS WILL BE INCURRED UPON SOMEONE TAKING
 PART IN SUCH PROMOTION.
   3. A VIOLATION OF THIS SECTION SHALL BE PUNISHABLE BY A CIVIL  PENALTY
 OF FIVE HUNDRED DOLLARS FOR EACH VIOLATION.
   §  2.  This  act shall take effect on the thirtieth day after it shall
 have become a law.
