   tee on  Local  Governments  --  committee  discharged,  bill  amended,
   ordered reprinted as amended and recommitted to said committee
 
 AN  ACT  relating  to  establishing  the Nassau county and Queens county
   border task force, and  providing  for  its  powers  and  duties;  and
   providing for the repeal of such provisions upon expiration thereof
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. A task force, to be known as the Nassau county  and  Queens
 county border task force, is hereby created to examine, investigate, and
 review  such issues as are related to jurisdiction and boundary disputes
 of such counties.
   § 2. The task force shall have the power to:
   (a) conduct public hearings in furtherance of the performance  of  its
 duties under this act;
   (b)  request  the attendance of witnesses and the production of books,
 records, documents, and other relevant information; and
   (c) to recommend legislation consistent  with  the  purposes  of  this
 section.
   §  3.  The  task force shall consist of seven members appointed by the
 governor as follows:
   (a) one member appointed on the recommendation of the temporary presi-
 dent of the senate;
   (b) one member appointed on the recommendation of the speaker  of  the
 assembly;
   (c)  one member appointed on the recommendation of the minority leader
 of the senate;
   (d) one member appointed on the recommendation of the minority  leader
 of the assembly;
   (e) one member appointed on the recommendation of the county executive
 of the county of Nassau;

   (f)  one  member appointed on the recommendation of the borough presi-
 dent of the county of Queens; and
   (g)  one  member appointed on the recommendation of the superintendent
 of the state police.
   § 4. There shall be two chairpersons selected from among  the  members
 of  the  Nassau  county  and Queens county border task force. One chair-
 person shall be selected by  the  county  executive  of  the  county  of
 Nassau,  and  one chairperson shall be selected by the borough president
 of the county of Queens. Such  chairpersons  shall  schedule  the  first
 meeting  of the task force, which shall be held no later than sixty days
 after the effective date of this act.
   § 5. The members of the Nassau county and Queens  county  border  task
 force shall serve without compensation.
   § 6. The state police shall provide the Nassau county and Queens coun-
 ty  border  task  force with such data obtained by the department as the
 task force may require to carry out its duties. To the extent  practica-
 ble,  such  data  shall  be  provided in a format in accordance with the
 standards outlined in the New York state open data handbook pursuant  to
 executive order ninety-five of two thousand thirteen.
   § 7. The Nassau county and Queens county border task force shall issue
 a report of its findings and recommendations to the governor, the tempo-
 rary  president  of  the senate and the speaker of the assembly no later
 than January 1, 2023.
   § 8. This act shall take effect immediately and shall  expire  and  be
 deemed repealed two years after such effective date, or upon delivery of
 the report required by section seven of this act, whichever comes first;
 provided  that  the  Nassau  county  and Queens county border task force
 shall notify the legislative bill drafting commission upon  delivery  of
 the  report  required  by  section  seven  of this act in order that the
 commission may maintain an accurate and timely effective  data  base  of
 the official text of the laws of the state of New York in furtherance of
 effectuating  the  provisions  of  section 44 of the legislative law and
 section 70-b of the public officers law.
