 AN ACT to amend the state technology law, in relation to  requiring  the
   office  of information technology services to cooperate with all state
   agencies in the implementation of language translation technology
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Subdivision 8-a of section 103 of the state technology law,
 as amended by a chapter of the laws of 2021 amending the state technolo-
 gy  law  relating  to  requiring  the  office  of information technology
 services to cooperate with all state agencies in the  implementation  of
 language  translation  technology,  as  proposed  in  legislative  bills
 numbers S. 4716-A and A. 6215-A, is amended to read as follows:
   8-a. (a) To advise and assist state agencies in the implementation  of
 language  translation  technology  on  state  agency websites containing
 information about the novel coronavirus ("COVID-19") or programs,  bene-
 fits  or  services related to COVID-19 within [thirty] SIXTY days of the
 effective date of this subdivision; and on  all  state  agency  websites
 within  [ninety  days] SIX MONTHS of the effective date of this subdivi-
 sion.
   (b) Such language translation technology shall, at  a  minimum,  allow
 users  to  translate the text of state agency websites into at least the
 twelve most common non-English  languages  spoken  by  individuals  with
 limited-English  proficiency  in  the state of New York, based on United
 States census data.
   (c) As used in this subdivision, the term "state agency website" shall
 mean an internet website operated by or for a state  agency.  Such  term
 shall  include  those  websites  operated on behalf of state agencies by
 other public or private entities, but shall not include any portions  of
 the internet outside the control of the state agency.
   §  2.  This  act  shall  take  effect on the same date and in the same
 manner as a chapter of the laws of 2021 amending  the  state  technology
 law  relating to requiring the office of information technology services
 to cooperate with all state agencies in the implementation  of  language
 translation  technology,  as  proposed  in  legislative bills numbers S.
 4716-A and A. 6215-A, takes effect.
