 AN  ACT  to amend chapter 249 of the laws of 2021, amending the election
   law relating to  electronic  applications  for  absentee  ballots,  in
   relation  to  the effectiveness thereof; and to amend a chapter of the
   laws of 2021, amending the election law relating  to  establishing  an
   electronic absentee ballot application transmittal system, as proposed
   in  legislative  bills numbers S. 6482-B and A. 6970-A, in relation to
   the effectiveness thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Notwithstanding the provisions of article 5 of the general
 construction law, the provisions of paragraph (d) of  subdivision  2  of
 section  8-400 of the election law are hereby revived and shall continue
 in full force and effect as such  provisions  existed  on  December  30,
 2021.
   §  2.  Section  2  of  chapter  249  of the laws of 2021, amending the
 election law relating to electronic applications for  absentee  ballots,
 is amended to read as follows:
   §  2.  This  act shall take effect immediately and shall expire and be
 deemed repealed on [December 31, 2021] APRIL 1, 2022.
   § 3. Section 3 of a chapter of the laws of 2021, amending the election
 law relating to establishing an electronic absentee  ballot  application
 transmittal  system,  as proposed in legislative bills numbers S. 6482-B
 and A. 6970-A, is amended to read as follows:
   § 3. This act shall take effect [January] APRIL 1,  2022.    Effective
 immediately, the state board of elections shall be authorized to promul-
 gate  any  rules  or regulations required to carry out the provisions of
 this act prior to such effective date.
   § 4. This act shall take effect immediately.
