 Introduced  by Sen. STAVISKY -- read twice and ordered printed, and when
   printed to be committed to the Committee on Higher Education
 
 AN ACT to amend the education law, in relation to the requirements for a
   license as a professional engineer; and to repeal  certain  provisions
   of such law relating thereto

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Paragraphs 2 and 8 of subdivision 1 of section 7206 of  the
 education  law,  paragraph 2 as added by chapter 987 of the laws of 1971
 and paragraph 8 as amended by chapter  62  of  the  laws  of  1989,  are
 amended to read as follows:
   (2)  Education:  have received an education, including a bachelor's or
 higher degree based on a  program  in  engineering  OR  THE  SUBSTANTIAL
 EQUIVALENT, in accordance with the commissioner's regulations;
   (8)  Fees:  pay a fee [of two hundred twenty dollars to the department
 for admission to a department conducted examination and for  an  initial
 license,  a fee of one hundred fifteen dollars for each reexamination, a
 fee] of one hundred thirty-five dollars  for  an  initial  license  [for
 persons  not requiring admission to a department conducted examination,]
 and a fee of two hundred ten dollars  for  each  triennial  registration
 period.
   §  2.  Subdivision  2 of section 7206 of the education law is REPEALED
 and subdivisions 3 and 4 are renumbered subdivisions 2 and 3.
   § 3. Subdivision 2 of section 7206 of the education law, as amended by
 chapter 62 of the laws of 1989 and as renumbered by section two of  this
 act, is amended to read as follows:
   2.  For  an identification card as an ["intern engineer"] "ENGINEER IN
 TRAINING", an applicant shall fulfill  the  requirements  of  PARAGRAPHS
 ONE,  TWO,  FOUR  AND  SEVEN OF subdivision one of this section[, except
 those in subparagraphs (3) and (5), provided that admission to the exam-
 ination may be given when the applicant is within twenty credits of  the
