BILL NUMBER: S4092 SPONSOR: HINCHEY TITLE OF BILL: An act to amend the environmental conservation law, in relation to increasing rebates to municipalities for the cost of any eligible infrastructure projects which support the development of clean vehicles PURPOSE OR GENERAL IDEA OF BILL: To increase participation in the Department of Environmental Conserva- tion's Zero Emission Vehicle rebate program and to incentivize munici- palities to decrease their carbon footprint. SUMMARY OF SPECIFIC PROVISIONS: Section one of this bill amends Section 54-1521, subsection (3b), of the Environmental Conservation Law to increase the rebate of an eligible electric vehicle purchase from a minimum rebate of $1,500 and a maximum rebate of $7,500.

HINCHEY -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to increasing rebates to municipalities for the cost of any eligible infrastructure projects which support the development of clean vehi- cles THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph b of subdivision 3 of section 54-1521 of the environmental conservation law, as added by section 5 of part U of chap- ter 58 of the laws of 2016, is amended to read as follows: b. The department, in consultation with the New York state energy research and development authority, shall determine the amount of the rebate taking into consideration the electric range of the vehicle, provided that a rebate of an eligible purchase shall be not less than [seven hundred fifty] ONE THOUSAND FIVE HUNDRED dollars per vehicle and not more than [five] SEVEN thousand FIVE HUNDRED dollars per vehicle. § 2. This act shall take effect immediately and shall apply to costs incurred on and after such date. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
