Requires the commissioner of health to establish at least one state-operated COVID-19 vaccination site in counties outside of the city of New York with a population of at least 300,000; provides that such site shall be open and operational with hours of operation, staffing levels and other resources necessary to ensure that such site operates in a substantially similar manner to other state-operated COVID-19 vaccination sites.

TITLE OF BILL:

An act in relation to requiring the commissioner of health to establish
at least one state-operated COVID-19 vaccination site in certain coun-
ties outside of the city of New York

 
PURPOSE:

To ensure that all counties outside New York City with a population of
at least 300,000 must have at least one state-operated COVID-19 vaccina-
tion site open and operational within 30 days of the passage of this
bill

 
SUMMARY OF PROVISIONS:

Section 1. Within 30 days of the effective date of this act, the commis-
sioner of health shall create and implement a program to ensure that in
counties with a population of at least 300,000 and located outside of a

city with a population of one million or more, at least one state-oper-
ated COVID-19 vaccination site is open and operational in a substantial-
ly similar manner to vaccination sites currently in operation.

Section 2. Establishes an effective date.

 
JUSTIFICATION:

As residents of New York State still grapple at the hands of the COVID-
19 pandemic the wait for vaccinations continues to grow.  Vaccines
should go to areas with the most people, yet more than two months into
the state's vaccination program, some of the largest counties in the
state are still without vaccination centers, leaving hundreds of thou-
sands of New Yorkers with no nearby mass vaccination sites. Seniors, and
people who lack access to a car are the most harmed by these dispari-
ties. This bill would require the state to establish a state-run vacci-
nation site in any county outside NYC with a population of 300,000 or
more. At the time of this bill's introduction, the only counties of this
size that lack a state-run vaccination site are Orange (the 7th largest
county in the state) and Rockland (the 8th largest county in the state).

 AN ACT in relation to requiring the commissioner of health to  establish
   at least one state-operated COVID-19 vaccination site in certain coun-
   ties outside of the city of New York

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Within 30 days of the  effective  date  of  this  act,  the
 commissioner  of  health  shall create and implement a program to ensure
 that in counties with a population of at least  300,000,  determined  in
 accordance with the latest decennial federal census, and located outside
 of  a city with a population of one million or more, at least one state-
 operated COVID-19 vaccination site is open and operational with hours of
 operation, staffing levels and any other resources necessary  to  ensure
 that  such  site  operates  in  a  substantially similar manner to other
 state-operated COVID-19 vaccination sites currently in operation.
   § 2. This act shall take effect immediately.
