BILL NUMBER: S534 SPONSOR: KAPLAN TITLE OF BILL: An act to amend the public health law, in relation to requiring statis- tics on maternal deaths and injuries by race to be included in the informational material provided to prospective maternity patients at all hospitals and birth centers PURPOSE: This legislation would require statistics on maternal deaths and inju- ries by race to be included in the informational material provided to prospective maternal patients at all hospitals and birth centers. SUMMARY OF SPECIFIC PROVISIONS: Section 1 adds a new paragraph (n) to Subdivision 2 of section 2803-j of the Public Health Law. KAPLAN, BENJAMIN, GAUGHRAN, SALAZAR -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to requiring statis- tics on maternal deaths and injuries by race to be included in the informational material provided to prospective maternity patients at all hospitals and birth centers THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (m) of subdivision 2 of section 2803-j of the public health law, as amended by chapter 431 of the laws of 2004, is amended and a new paragraph (n) is added to read as follows: (m) whether rooming-in is available in the facility, on the basis of twenty-four hours a day or daytime[.]; (N) THE ANNUAL PERCENTAGE OF: MATERNAL DEATHS, BEFORE, DURING AND UP TO SIX WEEKS AFTER CHILDBIRTH; THIRD TRIMESTER FETAL LOSSES AND STILL- BIRTHS; HEMORRHAGE; AND INJURIES RELATED TO CHILDBIRTH INCLUDING DAMAGE TO TISSUE AND ORGANS DURING CESAREAN BIRTH AND THIRD AND FOURTH DEGREE TEARING. THE INFORMATION IN THIS PARAGRAPH SHALL BE PROVIDED WITH A RACIAL BREAKDOWN ON ALL DATA POINTS. § 2. This act shall take effect on the sixtieth day after it shall have become a law.
