MANNION -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to amend the civil service law, in relation to requiring the president of the civil service commission to conduct a study on the employment of persons and veterans with disabilities by the state; and providing for the repeal of such provisions upon the expiration there- of THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The civil service law is amended by adding a new section 59-c to read as follows: § 59-C. STATE EMPLOYMENT OF PERSONS AND VETERANS WITH DISABILITIES STUDY. 1. THE PRESIDENT SHALL CONDUCT A COMPREHENSIVE STUDY ANALYZING THE EFFECTIVENESS OF SECTIONS FIFTY-FIVE-B AND FIFTY-FIVE-C OF THIS TITLE WHICH DEALS WITH THE EMPLOYMENT OF PERSONS AND VETERANS WITH DISA- BILITIES BY THE STATE. 2. (A) SUCH STUDY SHALL EXAMINE HIRING DATA COLLECTED FROM THE STATE WHICH SHOWS HOW MANY OF THE AVAILABLE POSITIONS DESIGNATED BY SECTIONS FIFTY-FIVE-B AND FIFTY-FIVE-C OF THIS TITLE ARE CURRENTLY FILLED AND SHALL PROVIDE A DETERMINATION AS TO WHETHER THE STATE IS UNDERUTILIZING THE PROVISIONS OF SUCH SECTIONS BASED ON SUCH DATA. (B) SUCH STUDY SHALL INCLUDE RECOMMENDATIONS BASED ON THE DATA EXAM- INED AS TO WHETHER THE STATE CAN TAKE ADDITIONAL ACTION TO MARKET OR INFORM THE PUBLIC OF STATE JOB OPPORTUNITIES FOR PERSONS AND VETERANS WITH DISABILITIES AND IF SO, WHAT SPECIFIC ACTIONS SHOULD BE TAKEN. 3. FOR THE PURPOSES OF THIS SECTION, THE PRESIDENT MAY CONDUCT SUCH STUDY IN CONJUNCTION WITH ANY OTHER DEPARTMENT, DIVISION, BOARD, BUREAU, COMMISSION, AGENCY, OR PUBLIC AUTHORITY OF THE STATE DEEMED NECESSARY. TO THE MAXIMUM EXTENT FEASIBLE, THE PRESIDENT SHALL BE AUTHORIZED TO REQUEST, RECEIVE, AND UTILIZE SUCH RESOURCES AND DATA OF ANY OTHER DEPARTMENT, DIVISION, BOARD, BUREAU, COMMISSION, AGENCY, OR PUBLIC EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
