BILL NUMBER: S6292 SPONSOR: MANNION TITLE OF BILL: An act to amend the state finance law, in relation to requiring the office for people with developmental disabilities to submit a detailed report of proposed savings and investment initiatives within the execu- tive budget PURPOSE OR GENERAL IDEA OF BILL: This legislation would require the division of budget and office for the people with developmental disabilities to create a "scorecard" of admin- istrative and article VII proposals in the Executive Budget. SUMMARY OF PROVISIONS: Section 1. Add a new subdivision to the state finance law, requiring OPWDD and DOB to submit a detailed report of proposed savings and investments within the Executive Budget.

MANNION -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to requiring the office for people with developmental disabilities to submit a detailed report of proposed savings and investment initiatives within the exec- utive budget THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 16 of section 22 of the state finance law is renumbered subdivision 17 and a new subdivision 16 is added to read as follows: 16. WITHIN FIVE CALENDAR DAYS OF THE EXECUTIVE DEPARTMENT SUBMITTING THE EXECUTIVE BUDGET TO THE LEGISLATURE, THE OFFICE FOR PEOPLE WITH DEVELOPMENTAL DISABILITIES IN CONJUNCTION WITH THE DIVISION OF THE BUDG- ET SHALL PROVIDE TO THE CHAIR OF THE SENATE FINANCE COMMITTEE AND THE CHAIR OF THE ASSEMBLY WAYS AND MEANS COMMITTEE A DETAILED REPORT OF PROPOSED SAVINGS AND INVESTMENT INITIATIVES CONTAINED WITHIN THE EXECU- TIVE BUDGET. SUCH REPORT SHALL INCLUDE THE PROPOSED EFFECTIVE DATE AND THE LEGAL AUTHORITY FOR EACH INITIATIVE AS WELL AS THE PROJECTED FISCAL IMPACT OF EACH INITIATIVE FOR NO LESS THAN THE UPCOMING FISCAL YEAR AND THE FOLLOWING FISCAL YEAR. THE OFFICE FOR PEOPLE WITH DEVELOPMENTAL DISABILITIES AND THE DIVISION OF THE BUDGET SHALL PROVIDE THE LEGISLA- TURE WITH A FINAL ENACTED REPORT IN ACCORDANCE WITH THIS SECTION. § 2.
