BILL NUMBER: S6453 SPONSOR: PARKER TITLE OF BILL: An act to amend the public authorities law and the public service law, in relation to implementing the "New York State Build Public Renewables Act"; and to repeal certain provisions of the general business law relating thereto PURPOSE OR GENERAL IDEA OF BILL: To enable the New York Power Authority (NYPA) to own and build new renewable generation, storage, and transmission, require NYPA to provide renewable energy to all State owned and municipal properties by 2025, ban for-profit Energy Service Companies (ESCOs), and lay the groundwork for the 100% renewable, democratically controlled, publicly owned energy system New York needs in order to meet the goals of the landmark Climate Leadership and Community Protection Act and lead the nation on climate. PARKER, SALAZAR -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Tele- communications AN ACT to amend the public authorities law and the public service law, in relation to implementing the "New York State Build Public Renewa- bles Act"; and to repeal certain provisions of the general business law relating thereto THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Short title. This act shall be known and may be cited as the "New York State Build Public Renewables Act". § 2. Section 1005 of the public authorities law is amended by adding nine new subdivisions 28, 29, 30, 31, 32, 33, 34, 35 and 36 to read as follows: 28. (A) THE AUTHORITY IS AUTHORIZED AND DIRECTED TO PURCHASE, ACQUIRE, PLAN, DESIGN, ENGINEER, FINANCE, CONSTRUCT, OPERATE, MANAGE, IMPROVE AND/OR MAINTAIN ANY RENEWABLE ENERGY PROJECT. THE AUTHORITY IS ALSO AUTHORIZED AND DIRECTED TO PROVIDE ENERGY EFFICIENCY, RETROFITS, HIGH PERFORMANCE/SUSTAINABLE BUILDING, AND ENERGY MANAGEMENT SERVICES.
