 Introduced  by  Sen.  BROOKS -- read twice and ordered printed, and when
   printed to be committed to the Committee on Veterans, Homeland Securi-
   ty and Military Affairs
 
 AN ACT to amend the executive law, in relation to establishing an expert
   insurance liaison in the department of homeland security and emergency
   services and a communication relay system
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Subdivision  2  of  section  709  of the executive law is
 amended by adding two new paragraphs (g-1) and (g-2) to read as follows:
   (G-1) ESTABLISH THE POSITION OF EXPERT INSURANCE COORDINATOR TO  COOR-
 DINATE AND FACILITATE INFORMATION SHARING AMONG LOCAL, STATE, AND FEDER-
 AL  AGENCIES  TO  IMPROVE  COORDINATION  WITH  INSURANCE  COMPANIES WITH
 RESPECT TO DISASTER RESPONSE TO NATURAL AND MAN-MADE DISASTERS;
   (G-2) ESTABLISH A COMMUNICATION RELAY SYSTEM BETWEEN THE  DIVISION  OF
 HOMELAND  SECURITY  AND  EMERGENCY  SERVICES,  DEPARTMENT  OF  FINANCIAL
 SERVICES, AND INSURANCE COMPANIES DURING A NATURAL OR MAN-MADE  DISASTER
 SO  COMMUNICATION  BETWEEN THE ORGANIZATIONS CAN BE EFFICIENT AND EFFEC-
 TIVE IN REAL TIME. A BIANNUAL REPORT SHALL BE DRAFTED BY THE DIVISION OF
 HOMELAND  SECURITY  AND  EMERGENCY  SERVICES,  DEPARTMENT  OF  FINANCIAL
 SERVICES AND THE INSURANCE COORDINATOR ON WHAT IS CONSIDERED INSURED AND
 WHAT IS CONSIDERED UNINSURED BY THE INSURANCE COMPANIES;
   § 2. This act shall take effect on the one hundred twentieth day after
 it  shall have become a law. Effective immediately, the addition, amend-
 ment and/or repeal of any rule or regulation necessary for the implemen-
 tation of this act on its effective date are authorized to be  made  and
 completed on or before such effective date.
