BILL NUMBER: S6475 SPONSOR: BROOKS TITLE OF BILL: An act to amend the executive law, in relation to establishing an expert insurance liaison in the department of homeland security and emergency services and a communication relay system PURPOSE: The purpose of this bill is to provide a position of expert insurance coordinator to the department of homeland security and emergency services. SUMMARY OF PROVISIONS: Section 1 amends subdivision 2 of section 709 of the executive law to create a new position of expert insurance liaison within the department of homeland security and emergency services. BROOKS -- read twice and ordered printed, and when printed to be committed to the Committee on Veterans, Homeland Securi- ty and Military Affairs AN ACT to amend the executive law, in relation to establishing an expert insurance liaison in the department of homeland security and emergency services and a communication relay system THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2 of section 709 of the executive law is amended by adding two new paragraphs (g-1) and (g-2) to read as follows: (G-1) ESTABLISH THE POSITION OF EXPERT INSURANCE COORDINATOR TO COOR- DINATE AND FACILITATE INFORMATION SHARING AMONG LOCAL, STATE, AND FEDER- AL AGENCIES TO IMPROVE COORDINATION WITH INSURANCE COMPANIES WITH RESPECT TO DISASTER RESPONSE TO NATURAL AND MAN-MADE DISASTERS; (G-2) ESTABLISH A COMMUNICATION RELAY SYSTEM BETWEEN THE DIVISION OF HOMELAND SECURITY AND EMERGENCY SERVICES, DEPARTMENT OF FINANCIAL SERVICES, AND INSURANCE COMPANIES DURING A NATURAL OR MAN-MADE DISASTER SO COMMUNICATION BETWEEN THE ORGANIZATIONS CAN BE EFFICIENT AND EFFEC- TIVE IN REAL TIME. A BIANNUAL REPORT SHALL BE DRAFTED BY THE DIVISION OF HOMELAND SECURITY AND EMERGENCY SERVICES, DEPARTMENT OF FINANCIAL SERVICES AND THE INSURANCE COORDINATOR ON WHAT IS CONSIDERED INSURED AND WHAT IS CONSIDERED UNINSURED BY THE INSURANCE COMPANIES; § 2. This act shall take effect on the one hundred twentieth day after it shall have become a law. Effective immediately, the addition, amend- ment and/or repeal of any rule or regulation necessary for the implemen- tation of this act on its effective date are authorized to be made and completed on or before such effective date.
