BILL NUMBER: S7662 SPONSOR: HOYLMAN TITLE OF BILL: An act to amend the civil service law, in relation to requiring job opportunities to be posted on the department of civil service website for a certain amount of time PURPOSE:: To enhance access to job opportunities in the civil service by requiring open positions be posted for a minimum of 30 days (or until filled) on publicly accessible websites maintained by the department of civil service and department of labor SUMMARY OF PROVISIONS:: Section 1 amends article 4 of the civil service law by adding a new title c to require the online public posting of job opportunities in the competitive, non-competitive, and labor class as well as positions eligible for designation pursuant to sections 55-b and 550c of the civil

HOYLMAN -- read twice and ordered printed, and when printed to be committed to the Committee on Civil Service and Pensions AN ACT to amend the civil service law, in relation to requiring job opportunities to be posted on the department of civil service website for a certain amount of time THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Article 4 of the civil service law is amended by adding a new title C to read as follows: TITLE C JOB POSTINGS SECTION 66. PUBLIC POSTING OF JOB OPPORTUNITIES. § 66. PUBLIC POSTING OF JOB OPPORTUNITIES. EVERY JOB OPPORTUNITY FOR A POSITION IN THE COMPETITIVE, NON-COMPETITIVE AND LABOR CLASS SHALL BE PUBLICLY POSTED ON THE DEPARTMENT'S WEBSITE FOR THIRTY DAYS OR UNTIL THE JOB IS FILLED. EVERY POSTING FOR A POSITION ELIGIBLE FOR DESIGNATION PURSUANT TO SECTION FIFTY-FIVE-B OR FIFTY-FIVE-C OF THIS ARTICLE SHALL PUBLICIZE THAT THE POSITION IS ELIGIBLE FOR SUCH DESIGNATION. SUCH POST- INGS FOR ELIGIBLE POSITIONS SHALL BE ACCESSIBLE VIA A DESIGNATED LINK ON THE DEPARTMENT WEBSITE AND ON A WEBSITE MAINTAINED BY THE DEPARTMENT OF LABOR. § 2. The civil service law is amended by adding a new section 59-d to read as follows: § 59-D. PUBLIC POSTING OF EMPLOYMENT OPPORTUNITIES. THE DEPARTMENT SHALL MAKE PUBLICLY AVAILABLE ON ITS WEBSITE ALL EMPLOYMENT OPPORTU- NITIES IN THE CIVIL SERVICE OF THE STATE AND INFORMATION ON OBTAINING EMPLOYMENT WITH THE STATE, INCLUDING, BUT NOT LIMITED TO, VACANCIES IN THE COMPETITIVE, NON-COMPETITIVE AND LABOR JURISDICTIONAL CLASSES, ANNOUNCEMENTS FOR UPCOMING OPEN-COMPETITIVE AND PROMOTIONAL EXAMINA- TIONS, TEST APPLICATION INSTRUCTIONS, AND DESIGNATIONS OF WHICH EMPLOY- MENT OPPORTUNITIES ARE ELIGIBLE TO BE FILLED BY INDIVIDUALS WITH DISA- BILITIES AND VETERANS WITH DISABILITIES PURSUANT TO SECTION FIFTY-FIVE-B AND SECTION FIFTY-FIVE-C, AS AMENDED BY CHAPTER SIX HUNDRED THREE OF THE LAWS OF NINETEEN HUNDRED NINETY-FIVE, OF THIS TITLE. THE PRESIDENT SHALL WORK IN CONJUNCTION WITH THE NEW YORK STATE DEPARTMENT OF LABOR AND THE GOVERNOR'S OFFICE OF EMPLOYEE RELATIONS IN ORDER TO EFFECTUATE THE PROVISIONS OF THIS SECTION. § 2.
