BILL NUMBER: S8745 SPONSOR: GAUGHRAN TITLE OF BILL: An act to amend the navigation law, in relation to pilotage fees on vessels transiting the New York state waters of Long Island Sound or Block Island Sound east of Execution Rocks or Sands Point PURPOSE: This legislation establishes a new system of pilotage fees for the Long Island Sound and Block Island Sound. SUMMARY OF PROVISIONS: Section 1 of the bill amends section 89-b of the navigation law to establish a new system of pilotage fees for Long Island Sound and Block Island Sound. The new system establishes a schedule for the next five years of pilotage rates as follows: effective January 1, 2023 - increase from 2022 rates of $9.68 per pilotage unit to $9.97; on January 1, 2024 - $10.27 per pilotage unit; on January 1, 2025 $10.58; on January 1,

GAUGHRAN -- read twice and ordered printed, and when printed to be committed to the Committee on Cultural Affairs, Tourism, Parks and Recreation AN ACT to amend the navigation law, in relation to pilotage fees on vessels transiting the New York state waters of Long Island Sound or Block Island Sound east of Execution Rocks or Sands Point THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subparagraph 1 of paragraph b of subdivision 4 of section 89-b of the navigation law, as amended by chapter 392 of the laws of 2017, is amended to read as follows: (1) Upon the effective date of this paragraph and thereafter: All vessels shall pay eight dollars and eighty-six cents per pilotage unit; from January first, two thousand [eighteen] TWENTY-THREE until January first, two thousand [nineteen] TWENTY-FOUR all vessels shall pay [eight] NINE dollars and [ninety-five] NINETY-SEVEN cents per pilotage unit; from January first, two thousand [nineteen] TWENTY-FOUR until January first, two thousand [twenty] TWENTY-FIVE, all vessels shall pay [nine] TEN dollars and [four] TWENTY-SEVEN cents per pilotage unit; from January first, two thousand [twenty] TWENTY-FIVE until January first, two thousand [twenty-one] TWENTY-SIX all vessels shall pay [nine] TEN dollars and [twenty-two] FIFTY-EIGHT cents per pilotage unit; from Janu- ary first, two thousand [twenty-one] TWENTY-SIX until January first, two thousand [twenty-two] TWENTY-SEVEN all vessels shall pay [nine] TEN dollars and [forty] EIGHTY-NINE cents per pilotage unit; on and after January first, two thousand [twenty-two] TWENTY-SEVEN all vessels shall pay [nine] ELEVEN dollars and [sixty-eight] TWENTY-TWO cents per pilo- tage unit. § 2.
