 Introduced  by  Sen. HOYLMAN -- read twice and ordered printed, and when
   printed to be committed to the Committee on Rules
 
 AN ACT to amend the vehicle and traffic law, in  relation  to  mandating
   the  use  of  advanced  safety technology in vehicles in the state and
   requiring the commissioner of motor  vehicles  to  promulgate  certain
   rules and regulations

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 375 of the vehicle and traffic law  is  amended  by
 adding two new subdivisions 55 and 56 to read as follows:
   55.  (A) EVERY MOTOR VEHICLE REGISTERED IN THIS STATE AND MANUFACTURED
 OR ASSEMBLED ON OR AFTER JANUARY FIRST, TWO THOUSAND  TWENTY-FOUR  SHALL
 BE EQUIPPED WITH ADVANCED SAFETY TECHNOLOGY.
   (B) AS USED IN THIS SUBDIVISION, "ADVANCED SAFETY TECHNOLOGY" INCLUDES
 ACTIVE  INTELLIGENT  SPEED  ASSISTANCE (ISA), ADVANCED EMERGENCY BRAKING
 (AEB), EMERGENCY LANE KEEPING SYSTEMS  (ELKS),  BLIND  SPOT  INFORMATION
 SYSTEMS (BSIS), DROWSINESS AND DISTRACTION RECOGNITION TECHNOLOGY, REAR-
 VIEW  CAMERA SENSOR SYSTEMS, AND EVENT DATA RECORDERS (EDR).  BSIS SHALL
 INCLUDE CYCLIST AND PEDESTRIAN DETECTION TECHNOLOGY.  EDR DEVICES  SHALL
 PROVIDE STANDARDIZED AND EASILY ACCESSIBLE DATA. THE COMMISSIONER, AFTER
 A  PUBLIC HEARING, SHALL PROMULGATE REGULATIONS PROVIDING SPECIFICATIONS
 FOR EACH TYPE OF TECHNOLOGY REQUIRED BY THIS SUBDIVISION.
   56. THE COMMISSIONER, AFTER A PUBLIC HEARING, SHALL  PROMULGATE  RULES
 AND  REGULATIONS  FOR VEHICLES REGISTERED IN THIS STATE AND MANUFACTURED
 OR ASSEMBLED ON OR AFTER JANUARY FIRST, TWO THOUSAND TWENTY-FOUR, WITH A
 WEIGHT OF THREE THOUSAND  POUNDS  OR  MORE,  ESTABLISHING  STANDARDS  OF
 DIRECT  VISIBILITY  OF  PEDESTRIANS,  CYCLISTS AND OTHER VULNERABLE ROAD
 USERS FROM THE DRIVER'S POSITION, BY REDUCING TO THE  GREATEST  POSSIBLE
 EXTENT THE BLIND SPOTS IN FRONT AND TO THE SIDE OF THE DRIVER.
   § 2. This act shall take effect immediately.

We need to stop these SUVs and "light" trucks from killing us. They're a waste of car parts, terrible for the environment, and are provably unsafe. They make it impossible to drive a normal, reasonable car without fear of being crushed to death by these death machines, and they're responsible for an arms race which is creating continuously bigger cars which are more threatening to pedestrians. This cannot continue.
