 AN  ACT  to  amend  the  administrative code of the city of New York, in
   relation to establishing a no fare program for students  traveling  on
   ferries
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The administrative code of the city of New York is  amended
 by adding a new section 19-308 to read as follows:
   §  19-308  NO FARE PROGRAM FOR STUDENTS.  A. NOTWITHSTANDING ANY OTHER
 PROVISIONS OF LAW OR THE TERMS OF ANY CONTRACT, THE  COMMISSIONER  SHALL
 ESTABLISH AND IMPLEMENT A NO FARE PROGRAM FOR STUDENTS TRAVELING ON CITY
 FERRIES.
   B.  FOR  PURPOSES  OF THIS SECTION, THE FOLLOWING TERMS SHALL HAVE THE
 FOLLOWING MEANINGS:
   1. "STUDENT" SHALL MEAN ANY INDIVIDUAL IN GRADES KINDERGARTEN  THROUGH
 TWELVE.
   2.  "CITY FERRY" SHALL MEAN ANY MOTORIZED WATERCRAFT THAT IS USED AS A
 MEANS OF COMMUTER PASSENGER MASS TRANSPORTATION BY WATER THAT  IS  OWNED
 OR OPERATED BY OR ON BEHALF OF THE CITY.
   § 2. This act shall take effect immediately.
