BARRETT, LUPARDO, GUNTHER, KELLES, GONZALEZ-RO- JAS, COLTON, SIMON -- read once and referred to the Committee on Ener- gy AN ACT to amend the public authorities law, in relation to authorizing the New York state energy research and development authority to devel- op a clean energy outreach and community planning program; and provid- ing for the repeal of such provisions upon the expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Article 8 of the public authorities law is amended by adding a new title 9-C to read as follows: TITLE 9-C CLEAN ENERGY OUTREACH AND COMMUNITY PLANNING PROGRAM SECTION 1910. STATEMENT OF LEGISLATIVE FINDINGS AND INTENT. 1911. DEFINITIONS. 1912. POWERS AND DUTIES. 1913. FUNDING. 1914. REPORTING. § 1910. STATEMENT OF LEGISLATIVE FINDINGS AND INTENT. 1. FINDINGS. THE LEGISLATURE HEREBY FINDS, DETERMINES, AND DECLARES: (A) NEW YORK WILL NEED TO ACCELERATE THE DEPLOYMENT OF RENEWABLE ENER- GY PROJECTS, BOTH LARGE-SCALE AND DISTRIBUTED ENERGY SYSTEMS, IN ORDER TO ACHIEVE THE MANDATES OF THE NEW YORK STATE CLIMATE LEADERSHIP AND COMMUNITY PROTECTION ACT ENACTED AS CHAPTER ONE HUNDRED SIX OF THE LAWS OF TWO THOUSAND NINETEEN (THE "CLCPA"). (B) IN ADDITION TO THE AUTHORITY'S PROCUREMENT PROGRAMS AND IMPROVED STATE PERMITTING PROCESSES, RENEWABLE ENERGY PROJECTS REQUIRE COLLAB- ORATION BETWEEN HOST COMMUNITIES AND RENEWABLE ENERGY DEVELOPERS IN ORDER TO BE SUCCESSFULLY AND APPROPRIATELY SITED AND CONSTRUCTED.
